About this file

This is a Request for Applications (RFA) addendum issued by the Maryland Department of Health's Behavioral Health Administration for the Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs (ACCESS) grant program. The addendum updates the original RFA Exhibit A and pre-application conference materials with revised guidance on fringe benefit calculations and documentation requirements. Key revisions include clarification on how fringe costs must be calculated and justified based on applicant type, as well as updated requirements for IRS W-9 documentation and Form 990 filing submissions. The addendum does not specify response dates, due dates, site visits, or bidder's meetings beyond noting that the pre-application conference link was updated. No contract term length, renewal options, or award date information is provided in this document.

The addendum establishes differentiated fringe benefit cost caps based on applicant organizational type. For private nonprofit organizations meeting the definition of "social organizations," total fringe costs cannot exceed 37.81% of a position's total salary cost. For local or state government agencies, public colleges, or state universities, fringe costs must be calculated in accordance with applicable agency budget guidelines and the Maryland Department of Budget and Management's annually updated guidance. Applicants are now required to submit a signed and dated current IRS W-9 with EIN and the organization's most current Form 990 Return of Organization Exempt from Income Tax filing, with additional fringe calculation justifications to be included in the designated salary budget justification field. The addendum was issued on January 12, 2026, and indicates that all other RFA details remain unchanged.
