About this file
This is an Application Narrative Form for the Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs (ACCESS) grant program, issued by the Maryland Department of Health (MDH), Behavioral Health Administration (BHA). Applicants must provide comprehensive project narratives addressing organizational mission, proposed services, staff capacity, and implementation plans for overdose education and naloxone distribution activities. The form requires applicants to identify specific Maryland jurisdictions where services will be provided, select from defined core activities and allowable supplemental activities, and demonstrate alignment with evidence-based practices outlined in the RFA. Key submission elements include a project abstract (70 words maximum), organization description (1,000 words maximum), proposed project details (2,000 words maximum), staff capacity information (1,000 words maximum), non-personnel resource requirements (1,000 words maximum), and data management and reporting procedures (500 words maximum).
Applicants must verify organizational authorization status with MDH, specifically confirming active authorization under the Overdose Response Program (ORP) and authorization or satellite status under the Opioid-Associated Disease Prevention and Outreach Program (OADPOP). The application requires disclosure of full-time equivalent staffing levels and the percentage of staff with lived or living experience related to substance use. Applicants must acknowledge compliance with the American with Disabilities Act and agree to meet all requirements specified in Section 3.2 of the RFA. The narrative form serves as the primary vehicle for demonstrating organizational capacity, service delivery methodology, and alignment with state priorities for reducing morbidity and mortality among people who use drugs through non-abstinence contingent service models.
