About this file

This is an Attachment E Performance Measures and Benchmarks document for the Maryland Department of Health's Behavioral Health Administration, issued in connection with the Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs (ACCESS) grant program. The document establishes performance measurement requirements for grantees implementing projects during the initial project period from July 1, 2026, to June 30, 2027. Applicants are required to submit numeric targets for quantitative performance measures across multiple service categories, including Overdose Education and Naloxone Distribution (OEND), Peer Support, Care Coordination/Management, Referral services, and Opioid-Associated Disease Prevention and Outreach Programs (OADPOP). Additionally, grantees must provide narrative progress reports documenting implementation of at least three Core Activities and any Other Allowable Activities outlined in their project narratives.

The performance measurement framework encompasses a comprehensive range of metrics designed to track service delivery and community impact. Quantitative measures include the number of individuals served, specific naloxone doses and test strips distributed (including fentanyl, xylazine, medetomidine, and benzodiazepine variants), service encounters provided, and individuals referred to various healthcare, mental health, housing, and treatment services. Care coordination metrics address transportation, legal support, temporary housing, respiratory disease prevention, substance use disorder counseling, wound care, reproductive services, and access to medications for opioid use disorder. Training-related measures track the number of trainings provided and individuals trained, excluding OEND-associated training. Applicants must enter "N/A" for any performance measures not applicable to their specific project, and benchmark targets must be established for each applicable metric to enable consistent tracking and evaluation of grant program effectiveness.
