About this file
This is an RFA addendum issued by the Maryland Department of Health's Behavioral Health Administration on January 8, 2026, revising eligibility and budget guidelines for the Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs (ACCESS) grant program. The addendum modifies fringe benefit calculation requirements across three documents: FY27_ACCESS_RFA_Exhibit_A, Attachment B (ACCESS Budget Narrative Workbook), and Attachment C (Budget Narrative Template). Applications were originally due January 22, 2026, at 4:00 PM EST through eMaryland Marketplace Advantage (eMMA), with a pre-application conference held on January 5, 2026. The project period runs from July 1, 2026, through June 30, 2027, with optional extensions contingent on funding availability and demonstrated progress.
The addendum clarifies that fringe cost calculations now depend on applicant classification. For private nonprofit organizations meeting the definition of a "social organization" under RFA Section 2.1.1, total fringe costs cannot exceed 37.81% of a position's salary. For applicants classified as local or state government agencies, public colleges, or state universities, fringe costs must be calculated in accordance with applicable agency budget guidelines, including annually updated guidance from the Maryland Department of Budget and Management. Applicants may provide justification for fringe calculation methods in the designated "Justification" field under the Salary budget category. The fringe rate should be entered as a percentage with up to two decimal places, with the revision allowing differentiated treatment based on organizational type rather than applying a uniform cap across all applicant categories.
