About this file

This is a Schedule of Bid Prices for the Elk Creek Marsh Improvements project issued by the Kansas Department of Wildlife and Parks for the Clinton Wildlife Area wetland construction and restoration initiative in Lecompton, Kansas. The project encompasses site grading and embankment construction (932 cubic yards), constructed topography (31,182 cubic yards), installation of three water control structures with 12-inch Spears BF valves, 612 linear feet of 24-inch aluminum corrugated metal pipe culverts, 4,140 linear feet of 12-inch Schedule 40 PVC pipe with fittings and saddles, and seeding and mulch work across 1.6 acres of disturbed land and 53.5 acres of borrow and fill areas. The procurement is structured as a single lump sum contract award covering all labor, materials, contractor overhead, and profit, with an optional pre-proposal conference scheduled for May 12, 2026, at 10:00 AM, written questions due by May 19, 2026, and bids due May 26, 2026, at 2:00 PM CDT. The project must be completed within 90 calendar days from the Notice to Proceed, with a one-year warranty period from final completion.

The bid pricing structure requires contractors to submit unit cost rates for each line item (mobilization/demobilization, site preparation, general conditions, embankment construction, topography, water control structures, culverts, piping, seeding, and mulching) that collectively constitute the lump sum price. Two optional alternates are included: a 5% allowance of the base bid and transport of materials from the Clinton Wildlife Area office to the project site. Water control structures, piping, valves, and fittings have been procured and are stored at the Clinton Wildlife Area office, reducing contractor procurement responsibility. Contractors must provide evidence of five consecutive years in business and five comparable completed projects, submit a current Kansas tax clearance certificate, maintain Workers' Compensation and liability insurance, and provide a 5% bid guarantee at submission, with a Performance Bond of 100% of the bid price and a Public Works Bond of 100% of the contract price required if awarded. Liquidated damages of $500 per day apply for project delays, and 10% retainage is held on each payment request and released within 30 days after project completion on undisputed amounts.
