About this file
This is Amendment 2 to a Request for Quote issued by the Kansas Department of Wildlife and Parks for the Elk Creek Wetlands – Phase 2 project, processed through the Office of Procurement and Contracts. The amendment, dated May 20, 2026, addresses seven clarifications submitted via questions and answers regarding project specifications and bidding requirements. Key clarifications include confirmation that sand pipe bedding is not required despite initial specifications, elimination of 24-inch culvert work from this phase of the project, and establishment of project start dates with an early start upon issuance of a purchase order and a late start option of August 1, 2026. The amendment specifies that all compaction testing will be performed by the Kansas Department of Transportation using Type-B visual inspection methods by a Kansas Department of Wildlife and Parks representative. The bid closing date remains May 26, 2026, at 2:00 PM CDT, with the Procurement Officer Ashley Evans available at 785-296-8107 or Ashley.N.Evans@ks.gov for inquiries.
The amendment clarifies that materials for the 12-inch Schedule 40 PVC pipe and fittings are supplied by KDWP, and contractors need only include transportation costs from the Clinton Wildlife Area office to the project site in their bid prices rather than material costs. For Japanese Millet seeding, the amendment specifies that approximately 53.5 acres of borrow and fill areas require coverage. Bidders must acknowledge receipt of this amendment by submitting a signed copy with their bid response and must monitor the procurement website regularly for additional updates. A signed acknowledgment confirming understanding and agreement to include the amendment as part of the bid response is required.

Agency: Kansas Department of Wildlife and Parks Item: Elk Creek Wetlands
Conditions: Q&A
1. Page 10 states needing 115 cy sand. Specifications state native soil for backfill. On cover page sand is crossed out. I assume sand will not be required?
Response: Sand pipe bedding is not required. Disregard details and callout notes pertaining to sand bedding.
2. Bid form item #7 is for 24” culverts, on title page of projects this is crossed out as phase 1 base bid. Is this to be included or not?
Response: This phase of the project does not include any 24” pipe.
3. What is the expected start time for this project. Will the state give some grace period before notice to proceed would be signed and contract time will start. We would need to look at starting this project later this year with our current work load.
Response: Early Start: As soon as a PO is in place; Late Start: 8/01/2026
4. Is any testing the responsibility of the contractor?
Response: All compaction testing will be KDOT Type-B by visual inspection by KDWP representative at regular intervals.
5. In the specs it states “The Contractor shall furnish all equipment, materials, labor, and services necessary to perform the following wetland improvements”, however also at the pre-bid they said they had all materials for the Pipe - 12"Ø Schedule 40 PVC and Pipe - 12"Ø Fittings and Saddles we also went over to their offices and saw these materials. Would you be able to clarify if the cost for those materials will need to be included in our overall proposal cost or not.
Response: Sheet 1 of the Plans states that materials are supplied by KDWP. There is a line item on the Schedule of Bid Prices for transporting material from the Clinton Wildlife Area office to the site. The cost of material does not need to be included, only a cost to transport the material from the office to the site.
6. There is one item on the bid form for work that has already been completed. At the pre-bid meeting they had mentioned that that item will not be included in the cost for the project. However, with there still being a line on the bid form for that item I did not want to leave it empty. Would you be able to provide some clarity on how you would like that item filled out on the bid form and accounted for in the cost? The item I am referring to is the culverts- 24” 14 gauge aluminum cmp.
Response: This phase of the project does not include any 24” pipe.

7. The Japanese Millet that is needed at 12 lbs/acre. What is the acreage that is needed to cover?
Response: Japanese Millet will be used to seed the borrow and fill areas in each wetland, approximately
53.5 acres (see line item 11 on the revised Schedule of Bid Prices
