About this file
This document is a specification for a contract opportunity issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) to establish a three-year contract for preventative maintenance and as-needed repairs on generators and small equipment located at various IEMA-OHS locations throughout the State of Illinois. The equipment to be covered includes GEMS Generators located at Illinois Power Plants, as well as various portable generators, diesel generators, and air compressors located at IEMA-OHS facilities in Springfield. The contract will require the vendor to provide routine maintenance services, including oil changes, filter replacements, and systems checks, as well as respond to emergency repairs within four hours of notification.
The pricing for these services will be submitted separately in Attachment B. This contract will be awarded as a Basic Ordering Agreement (BOA), with individual orders placed against the master contract as needed. The solicitation includes several mandatory requirements the vendor must meet, including compliance with RICE/NESHAPS regulations for nuclear power plant generators, proper disposal of waste fluids and materials, and the ability to obtain access to the nuclear power plant sites.

Vendors are to specify whether each of the Mandatory Requirements is agreed to and satisfied by checking the appropriate “Met” or “Not Met” box, and where appropriate, provide the requested information.
If any mandatory requirement is not met, or requested information is not provided, the entire bid will not be considered. If all responding vendors fail to meet a particular mandatory, that mandatory may, at the sole discretion of the State, be removed so the evaluation process may continue.
Mandatory Specification M1: The Vendor agrees that every service and/or inspection should include “repair, replace, adjust as necessary” to ensure generator is performing optimally.
☐ Met ☐ Not Met
Mandatory Specification M2: Service Record - The Vendor agrees that all services performed will be recorded and a record of the service provided to IEMA-OHS.
☐ Met
Mandatory Specification M3: Generator Service - The Vendor agrees that GEMS Generator Service shall meet all RICE/NESHAPS regulations for Emergency Diesel Engines at Nuclear Power Plants. Maintenance for all generators on this contract should include but not be limited to the following services as applicable:
· Remove and replace engine oil with manufacturer’s recommended lubricant or approved equivalent.
· Remove and replace oil filter with manufacturer’s recommended filter or approved equivalent.
· Inspect air filter/cleaner and replace as needed
· Inspect fuel filters where applicable and replace as needed.
· Inspect block heater.
· Inspect all hoses and belts and replace as needed
· Check antifreeze, test, replace fluid and or flush system as needed
· Inspect battery condition (physical and electrical).
· Replace batteries as needed or once every three years at minimum.
· Perform physical/visual inspection for signs of leaks or other visible issues
· Check fuel, underground or above ground storage tank, as applicable, for signs of water intrusion, algae, or other issues
· Check fuel delivery, secondary pump assembly
· Start-up and test generator
· Check proper operation, engine operation and output, RPM level, stator voltage and frequency output and adjust/repair as necessary.
· Start-up, operation, testing and shutdown of DG using proper procedure ☐ Met
Mandatory Specification M4: Transfer Switch Service - The Vendor agrees that the service will include checking the following on the transfer switch if generator is paired with transfer switch:
· Check – physical/visual inspection of transfer switch
· Check operation of transfer switch
· Test operation in simulated emergency power situation
· Open main circuit breaker to simulate loss of power
· Ensure generator starts and comes up in appropriate amount of time
· Ensure proper transfer of power occurs (this will include uninterruptible power supply (UPS) holding the load until generator is able to accept the transfer of power load)
· Test Generator output while unit is running: Voltage and frequency tested on each of three legs and any reading found out of tolerance should be noted and dealt with as necessary.
· Close breaker
· Check that transfer switch allows return to Utility power source and if not, troubleshoot, discern, reasons and implement changes necessary to remedy the situation
· Observe ten-minute cool down of generator
· Visually inspect generator again for issues ☐ Met
Mandatory Specification M5: Disposal - The Vendor agrees that the service will be done in a safe manner, utilizing all necessary PPE and precautions to collect used fluids and material and transport for proper disposal off-site ☐ Met
Mandatory Specification M6: Power Plant Entry - Vendor or vendor’s agents involved with preventative maintenance or break/fix, must be willing to comply with Constellation nuclear power plant entry requirements, safety rules and regulations, and procedures. These may include, and not limited to, urinalysis, background review, escorted visitor/contractor requirements, and vehicle search.
