The contract will cover preventative maintenance and repairs on generators and small equipment located at IEMA-OHS facilities over a three-year term. Key details include that services should be performed on all generators as applicable, with agencies contacting the vendor as needed. Battery replacement is priced separately, and hose/belt replacement as well as coolant flushing are to be included in the standard maintenance pricing. Repair parts and labor outside of standard maintenance adjustments are considered separate from the contract's scope.

Illinois Emergency Management Agency and Office of Homeland Security EMA - Generator Maintenance & Repair Open Market Bid 24-588IEMA-MGMTA-B-39605 Questions and Answers

1. Question: Does the state want the same maintenance schedule for both the GEMS units and the OHS units?

Answer: Please note that Mandatory 3 on Attachment A has been amended to clarify that the services outlined should be performed for all generators on the contract, as applicable. Agency representatives will contact vendor to perform services as needed.

2. Question: Is battery replacement on all units to be included in pricing?

Answer: Since battery replacement is “as needed or once every three years at a minimum”, a separate column has been created in Attachment B for battery replacement pricing.

3. Question: Under the M1 mandatory specification it states, “The vendor agrees that every service and/or inspection should include “repair, replace, adjust as necessary” to ensure generator is performing optimally.”

Are any repair/replacement parts or labor expected out of this section other than standard maintenance adjustments?

Answer: 3. Mandatory M3 states all requirements for Maintenance. Anything that is not included in this list would be considered repairs and parts outside of standard maintenance.

4. Question: Under the M3 Generator service section -Inspect hoses and belts and replace as needed. Does the cost of the parts and labor for replacement need to be included?

Answer: 4. Per Mandatory M3, hose and belt replacement should be included in the standard maintenance.

5. Question: -Check antifreeze, test, replace fluid and flush system as needed. Does the state want lab analysis of coolant or just field testing with test strips? Does the cost for coolant flush and replacement need to be included?

Answer: 5. Field testing is required; lab analysis is not. Per Attachment B regarding Preventative Maintenance, cost should be inclusive of travel, fluids, disposal, and any other applicable fees.
