About this file

The document is an Environmental Service Rates Bid Sheet (Exhibit C) for the Florida Department of Transportation (FDOT) District Three's Districtwide Contamination Assessment contract. The solicitation covers environmental assessment and remediation services across 16 counties, with a Request for Proposal (RFP) seeking comprehensive environmental contractors. Technical proposals are due March 3, 2025, at 10:00 AM, with oral presentations scheduled for April 2, 2025, and price proposal opening on April 10, 2025. The contract has an initial 60-month term with options to renew for up to three additional years, targeting site assessments, monitoring well installations, soil and groundwater sampling, laboratory analysis, and hazardous materials waste disposal services.

The contract has a total maximum budgetary amount of $5,000,000, with detailed pricing structures for personnel, equipment, and analytical services across multiple turnaround times and sample quantities. The evaluation will be comprehensive, allocating 100 points for technical proposals, 100 points for oral presentations, and 10 points for price proposals, requiring a minimum technical score of 80 points for responsiveness. Current incumbent contractors include APTIM Environmental and Infrastructure, LLC and NorthStar Contracting Group, Inc., suggesting FDOT intends to award two contracts to the most qualified vendors. Vendors must maintain general liability insurance of $1,000,000 per person and $3,000,000 per occurrence, along with professional liability coverage of $1,000,000, and be registered in Florida's MyFloridaMarketplace system.
