About this file

This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) for RFP DOT-RFP-25-3009-CS regarding a Districtwide Contamination Assessment contract. The document clarifies various aspects of the RFP, confirming that proposals should be submitted electronically via email only, with technical and price proposals either attached to a single email or sent separately. The contract term appears to be five years with a potential five-year renewal option. Key personnel resumes do not count toward the 20-page limit for the Management Plan section, and the Contract Manager must have demonstrated experience in areas outlined in the scope of work.

Regarding pricing, the bid sheet pricing will apply to both the original agreement and any renewals, with no allowance for adding additional line items to the pricing spreadsheet. Price proposals will be evaluated by applying quoted prices for each position to a work sample. The minimum responsive technical score requirement is being addressed through an addendum to correct section 21.1, which conflicts with section 30.1. Two vendors have submitted registration forms to date: Aptim Environmental & Infrastructure, LLC and NorthStar Contracting Group, Inc. Required forms include the Anticipated DBE Participation Statement and Foreign Country of Concern Attestation (PUR 1355).

Date: 2/21/2025 To: All Proposers RE: Questions and Answers 3 Proposal ID: DOT-RFP-25-3009-CS Description: Districtwide Contamination Assessment

1. Bid Sheet Exhibit “C” (laboratory pricing sheets) o Is the reference to Ch. 17-770.600 (8) (a) and (b), such as in Item #’s 925, 926 and 930, meant to reference the parameters listed in Ch. 62-780 for the Gasoline Analytical Group, Kerosene Analytical Group and Used Oil Groups?

Response: Yes o Item #’s 901 – 905 reference Tables A, B, C, D & E. Can the table(s) referenced be clarified?

Response: The Tables referenced are in FDEP’s “Guidance for the Selection of Analytical Methods and for the Evaluation of Practical Quantitation Limits” document.

2. Is the “Anticipated DBE Participation Statement” form required with the price proposal sheet? Section 5 says yes, but the form says it is voluntary.

Response: Yes. The form should be completed and submitted with the price proposal.

3. Section 22 of RFP o 22.1 labeling not the same as 22.2 (missing PART I)

Response: 22.2 Technical Proposal (Part I) only addresses what should be submitted in the technical proposal document. It should be labeled TECHNICAL

PROPOSAL NUMBER DOT-RFP-25-3009-CS.

o 22.1 labeling not the same as 22.3 (missing PART II)

Response: 22.1 General Information addresses labeling for both Parts I and II of the proposal package which includes the technical proposal and the price proposal. The price proposal (Part II) of the submittal should be labeled PRICE POPOSAL NUMBER DOT-RFP-25-3009-CS as stated in section 22.1 and 22.3.

4. Section of 22 of RFP (22.2 – 2) Management Plan o Do the resumes of key personnel count in the page limits?

Response: No

5. Section 39 o Is the “Foreign Country of Concern Attestation (PUR 1355) (Form 6) required for the proposal?

Response: Yes. The form is required.

6. Can the minimum responsive score for the Technical Proposal be clarified?

o 21) 21.1 lists a requirement of 70 points o 30) 30.1 lists a requirement of 80 points

Response: An Addendum has been posted to correct section 21.1

7. Will FDOT D3 provide a list of proposal registrants to date?

Response: The following vendors have submitted a registration form: Aptim Environmental & Infrastructure, LLC and NorthStar Contracting Group, Inc.

8. Section 22, 22.1 last sentence: “Documents may be emailed together or separately”. This statement appears to conflict with 22.2, which requests submission of “one (1) original technical proposal”. Please clarify if a physical document is required.

Response: Documents may be attached as separate files labeled in accordance with

22.1 to a single email, or they may be emailed separately with one email titled Technical Proposal Number DOT-RFP-25-3009-CS and the other titled Price Proposal Number

DOT-RFP-25-3009-CS.

9. Section 22, 22.2, Proposers Management Plan. This section is limited to 20 pages, but also includes key team member resumes. Do the resumes count toward the 20 page limit?

Response: No.

10. Section 30.4, Criteria For Evaluation, Item C. The Price Proposal will be evaluated through a comparison of price quotations submitted. Will this be conducted through a comparison of total cumulative price, comparison using scenarios, or some other method?

Response: The comparison will be made by applying the quoted prices for each position to a work sample.

11. Section 33, Renewal. “Any renewal shall specify the renewal price, as set forth in the solicitation response except that an agency may negotiate lower pricing.”

The potential contract length appears to be ten years (5-year contract with a 5-year renewal). In order to receive best value in pricing for the initial 5-year term of the contract, will the Department consider negotiating an escalation percentage increase for the renewal period?

Response: The pricing provided in the bid sheet is applicable to the original agreement and any agreed upon renewals per Section 33 Renewal of the RFP.

12. Exhibit A, Section C, Item 9. This item requests a copy of the QA/QC plan. Can the department please clarify what QA/QC plan they wish to receive (ie, that of the proposing consultant or that of the laboratory subcontractor)?

Response: The QA/QC plan should be for the proposing consultant.

13. Is a Hard Copy Original also required? Or is in only to be submitted

Electronically via E-Mail? There is some conflicting language in the RFP (likely leftovers from previous RFPs) so please confirm.

Response: The proposal should only be submitted electronically via email.

14. Is it required that the Contract Manager have prior experience managing CAR-type contracts specifically with FDOT?

Response: Per Section 9.2 Qualifications of Key Personnel, “Those individuals who will be directly involved in the project should have demonstrated experience in the areas delineated in the scope of work.”

Reasonable Expected Range?

Response: Pricing for all vendors will be compared through utilization of a work sample.
