About this file
This is a Proposal Budget Template instruction document issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for the Energy Resilience Construction Grants RFP. The template is mandatory for all applicants and must be submitted as part of their RFP response. Applicants are required to complete a detailed budget breakdown across ten specified categories: Planning and Permitting, Engineering, Travel, Capital Assets, Other Materials, Construction Labor, Testing and Commissioning, Legal and Administrative, and Other Expenses. The budget must reflect all total project costs in 2026 dollars, not only costs for which grant funding is being requested. Proposals are due by May 8, 2026, providing applicants approximately six months to develop comprehensive budgets aligned with the state's energy resilience goals.
All costs must be allowable, allocable, and reasonable in accordance with 2 CFR 200 and applicable cost principles for the entity type, with internal labor and materials segregated from subcontractor costs across dedicated columns. Applicants must exclude proposal preparation costs and include only projected costs as of the date they will be incurred, without interest, depreciation, or capital adjustments. The funding sources include federal Bipartisan Infrastructure Law (BIL) 40101(d) formula funding for the first three years, state funding through Connecticut General Statutes 16-243y DEEP Climate and Resilience Fund to satisfy federal cost-matching requirements, and SEP-BIL State Energy Program resources. Projects involving new electric generation assets must be separately identified and tracked in Column H. All costs should be rounded to the nearest dollar, and applicants must provide explanations for any funding sources beyond DEEP in a designated additional explanation section.
