About this file
This is a bidders conference presentation document prepared by the Connecticut Department of Energy & Environmental Protection (DEEP) for the Energy Resilience Construction Request for Proposals issued on November 12, 2025. The RFP seeks funding for energy resilience construction projects designed to improve electric grid reliability and support resilience infrastructure at critical facilities, with priority given to vulnerable communities. Eligible project types include weatherization technologies, fire-resistant systems, monitoring and control technologies, undergrounding of electrical equipment, utility pole management, power line relocation or reconductoring, fuel-load management, distributed energy resources including microgrids and energy storage, adaptive protection technologies, advanced modeling technologies, hardening of power lines and substations, and replacement of old overhead conductors and underground cables. The bidders conference was held remotely on November 20, 2025, at 1:00 PM Eastern Time. The deadline for submitting written questions is December 1, 2025, with DEEP releasing responses by December 8, 2025. Proposals are due by May 8, 2026, at 12:00 PM Eastern Time, to be submitted via email to DEEP.EnergyBureau@ct.gov. DEEP is expected to announce its solicitation decision in Q3 2026, with contract negotiations beginning in Q3 2026 and contract start anticipated for Q4 2026/Q1 2027. Contract terms range from one to five years.
Up to $24.3 million in total project funding is available from a combination of federal Bipartisan Infrastructure Law (BIL) Section 40101(d) formula funding, Connecticut state funding through the DEEP Climate and Resilience Fund pursuant to C.G.S. Section 16-243y, and State Energy Program-BIL (SEP-BIL) funding, or any combination thereof. Individual project awards range from $10,000 to $6 million per project, with approximately 5 percent of funds set aside for small utilities per federal BIL requirements. BIL Section 40101(d) contract awards are subject to Department of Energy approval. Eligible entities include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, fuel suppliers, local or regional governmental entities, municipal corporations, regional councils of governments, public authorities including quasi-public agencies, state and federally recognized tribes, energy improvement districts, and nonprofit, academic, and private entities. Proposers must demonstrate experience implementing similar community grant projects, collaboration with municipalities and government entities, possession of a federal Unique Entity ID, understanding of federal regulations under 2 CFR 200 as amended by 2 CFR 910, and ability to separately track and report state, BIL, and SEP-BIL funding. Evaluation criteria allocate 30 points each to resilience improvement and benefits to communities, 20 points to cost effectiveness and budget narrative, 10 points each to workforce development, organizational profile, and work plan and staffing. Connecticut-based entities with prior experience developing, financing, owning, and operating similar projects in Connecticut will receive preference.

PRIOR CT MICROGRID GRANT AND LOAN PROGRAM:
•Since 2013, DEEP has awarded more than $22 million to 10 operational microgrids across the state. These projects support critical facilities like police stations, fire stations, municipal buildings, and hospitals during power outages. This program was the first statewide microgrid grant program in the nation.
•This RFP builds on the past successes of that grant program but broadens the scope of eligible projects to a wider range of energy resilience projects, including microgrids, to best meet community needs across state.
