About this file
Metrics Reporting Template for Energy Resilience Construction Grants
This is an instructional metrics reporting template developed by the Connecticut Department of Energy and Environmental Protection (DEEP) for grant applicants submitting proposals to the Energy Resilience Construction Grants program. The template requires applicants to populate comprehensive reporting data across three primary project types: Grid Infrastructure, Distributed Energy Resources, and Microgrids. Applicants must complete the Towns tab to identify all benefited municipalities and classify whether communities qualify as vulnerable under state and federal definitions. For each project type, applicants must provide General Information (project organization, title, and utility status), Resilience Metrics (outage types, coverage areas, and performance indices such as SAIDI, CAIDI, and SAIFI), Climate Policy Goal Metrics (emissions reductions for CO2, NOx, SO2, and PM 2.5), Community Benefits Metrics, Workforce Development Metrics, Cost-Effectiveness Metrics, and Project-Specific Reporting detailing major components, critical facilities served, and component lifespans. The template includes predefined drop-down menus, manual input fields, and cells that automatically populate from other entries, with specific instructions provided for utility and non-utility applicants.
The template accommodates up to four project components per submission, though applicants may duplicate rows for additional components. Applicants must provide baseline performance data from 2020 through 2024 with annual averages for relevant metrics, propose performance targets following project implementation, and document methodologies for all calculations. For Distributed Energy Resources and Microgrid projects, applicants must specify nameplate ratings, peak generation and savings capacity, annual energy generation and savings, and participation in Forward Capacity Markets. For Microgrid projects specifically, applicants must detail grid parallel operations (average and peak loads, annual generation and export), islanded operations (load-shedding technologies, critical load percentages, and maximum outage duration the system can withstand), and islanding response time in seconds. All cost-effectiveness data must align with the project budget submission, and community benefits data must correspond to vulnerable community identifications in the Towns tab.

| Attachment A: Metrics Reporting Template - Instructions tab |
| Introduction |
| Grant applicants should populate this Metrics Reporting Template with details regarding their proposed projects. |
| This template incorporates and aligns with the federal grant program reporting requirements and also includes state specific reporting requirements. |
| Inputs are on the Towns, 1-GridInfrastructure, 2-DistributedEnergyResources, and 3-Microgrid tabs. Grant applicants should populate all inputs that are relevant |
| to their project. |
| The 1-GridInfrastructure, 2-DistributedEnergyResources, and 3-Microgrid tabs are subdivided into sections as follows: | ||
| General Information (Applicable to All Project Types) | ||
| Reporting Applicable to All Project Types | ||
| Resilience Metrics | ||
| Climate Policy Goal Metrics | ||
| Community Benefits Metrics | ||
| Workforce Development Metrics | ||
| Cost-Effectiveness Metrics | ||
| Project-Specific Reporting for Grid Infrastructure, Distributed Energy Resources, or Microgrid (depending on the tab) |
Instructions specific to each tab and section are provided below.
This document contains drop-down menus and unchanging elements. The cells on the each tab of this workbook are color coded as follows:
| Manual Input (type in new information or data each year) |
| Drop Down Input (select an option from a list) |
| Populated from entry in another cell |
| No entry required |
| Towns tab |
| Select all towns benefited by the proposed project and identify whether the community benefited by the project is considered a vulnerable community. |
| Please explain how and why that community meets the definition of a vulnerable community. |
| 1-GridInfrastructure, 2-DistributedEnergyResources, and 3-Microgrid tabs |
| General Information (Applicable to All Project Types) |
| Grant applicants are responsible for populating: |
| - Project Organization or Subawardee | Name of recipent performing the project work. | |||
| - Project Title | Descriptive name of project work being done. | |||
| - Utillity or Non-Utility Grant Applicant | Indicates if the grant applicant is a utility or not. Should align with the Resilience Metrics populated by the applicant. | |||
| Reporting Applicable to All Project Types | ||||
| Resilience Metrics | ||||
| The selections for each of these fields should be consistent throughout the reporting in this section. | ||||
| Please note that these fields apply to a subset of the fields in this section and are not relevant to any other section in this report. | ||||
| - Outage Type | Specifies the cause(s) of all outages the impact metrics are associated with, including: all causes, vegetation, animals, | |||
| vehicles, tornados, thunderstorms, hurricanes, derecho, flooding, wildfire, earthquake, ice/snow storm, operator error, | ||||
| equipment failure, extreme heat, extreme cold, and other. | ||||
| - Outage Type | ||||
| (If 'Other', char lim: 100) | Specifies the cause(s) of all outages the impact metrics are associated with, using less than 100 characters. | |||
| (To be populated only if Outage Type is identified as 'Other'.) | ||||
| - Coverage | Specifies which part of the electric grid the impact metric is associated with. | |||
| - Coverage Type (If 'Other', char lim: 100) | Specifies an area of the system the impact metric is associated with, using less than 100 characters. | |||
| (To be populated only if Coverage is identified as 'Other'.) |
| Grant applicants should assume the following when developing values for the proposal, and baseline sections: | ||
| - Does Outage Data include Major | Includes all days, including MED as defined by IEEE 1366-2001 2.5 Beta Methodology. | |
| Event Days (MED)? | (see more detail on Definitions tab) |
| This section of the report is designed to record the proposed resilience performance of the funded project, and enable comparisons to the baseline. | ||
| Please use the notes column all the way to the right on each tab to provide any additional useful context or informations about the data provided. | ||
| Proposed Performance: | Grant applicants should include the average annual proposed performance of the project. | |
| Baseline Performance: | Only relevant to a subset of metrics in this section. Applicants should provide annual data for each of the past | |
| five years and calculate an annual average across those five years. | ||
| Climate Policy Goal Metrics | ||
| These metrics may not be relevant to some types of projects. Please populate all of the relevant metrics for your measures and project types | ||
| and insert n/a for those that are not relevant. Grant applicants should provide documentation of the methodology and inputs for calculating these metrics. | ||
| Community Benefits Metrics | ||
| The data in this section should align with the vulnerable community reporting in the Towns tab. | ||
| Workforce Development Metrics | ||
| The data in this section should align with the vulnerable community reporting in the Towns tab. | ||
| Cost-Effectiveness Metrics | ||
| The data in this section should align with the proposed budget in Attachment D: Budget. | ||
| Project-Specific Reporting | ||
| The table below maps the Eligible Projects eligible measures to the project types. Proposals that include more than one project type must clearly specify the project | ||
| types included in their proposal and submit Project-Specific Metrics for all included project types. |

Definitions
| DRAFT - 9/22/25 | |
| Attachment A: Metrics Reporting Template - Definitions tab | |
| Term | Resilience Metrics Definitions |
| Major Event Day | Days where the system operational and/or design limits exceed a threshold established by: |
| 1. Collecting values for five sequential years ending on the last day of the last complete reporting period. | |
| If fewer than five years of historical data are available, use all available historical data. | |
| 2. Excluding any day in the data set has a value of zero. | |
| 3. Taking the natural logarithm (ln) of each daily value in the data set. | |
| 4. Finding α (Alpha), the average of the logarithms (also known as the log-average) of the data set. | |
| 5. Finding β (Beta), the standard deviation of the logarithms (also known as the log-standard deviation) of the data set. | |
| 6. Computing the major event day threshold, TMED, using the equation: ( ) α+2.5β T = e MED | |
| 7. Classifying any day with daily value greater than the threshold value TMED that occurs during the subsequent reporting period is classified as a major event day. | |
| Outage Type | Specifies the cause(s) of all outages the impact metrics are associated with. |
| Coverage | Specifies the part(s) of the electric grid the impact metrics are associated with. |
| Critical Facilities | Any hospital, police station, fire station, water treatment plant, sewage treatment plant, public shelter, correctional facility or production and transmission facility of a television or radio station, whether broadcast, cable or satellite, licensed by the Federal Communications Commission, any commercial area of a municipality, a municipal center, as identified by the chief elected official of any municipality, or any other facility or area identified by the Department of Energy and Environmental Protection as critical. |
| Critical Services | Essential public safety, health, and disaster recovery services, including: emergency medical services (hospitals, clinics), public safety (fire stations, police departments), essential infrastructure (water treatment, power utilities), and government functions (town halls, emergency operations centers) or any other services identified as critical by the Department of Energy and Environmental Protection. |
| SAIDI | The average length of time customers experience a power outage over a specific period, calculated as the total duration of all customer interruptions within the year divided by the total number of customers served during the year. |
| CAIDI | How long, on average, a customer is without power after an outage occurs, calculated as the total duration of all customer interruptions divided by the total number of customer interruptions. |
| SAIFI | The average number of sustained interruptions (typically lasting more than 5 minutes) that a customer experiences over a year or other given time frame, calculated as the total number of customers served divided by the total number of sustained customer service interruptions during that period. |
| Residential Customers | Customers who would be served by one of the utilities' Residential rate classes. |
| Commercial Customers | Customers who would be served by one of the utilities' Commercial rate classes. Includes municipal government buildings. |
| Industrial Customers | Customers who would be served by one of the utilities' Industrial rate classes. |
| Project Types | Including Grid Infrastructure, Distributed Energy Resources, and Microgrids. |
| Project Components | Components of the Grid Infrastructure, Distributed Energy Resources, and Microgrids project types, as shown in the table on the Instructions tab. |
| Uptime | The number of hours the equipment is operational, excluding planned and unplanned maintenance. |
| Term | Community Definitions |
| Vulnerable Community | Populations that may be disproportionately impacted by the effects of climate change, including, but not limited to, low and moderate income communities, |
| environmental justice communities pursuant to section 22a-20a (https://www.cga.ct.gov/current/pub/chap_439.htm#sec_22a-20a), communities eligible | |
| for community reinvestment pursuant to section 36a-30 (https://www.cga.ct.gov/current/pub/chap_664a.htm#sec_36a-30) and the Community Reinvestment | |
| Act of 1977, 12 USC 2901 et seq., as amended from time to time, populations with increased risk and limited means to adapt to the effects of climate change, | |
| or as further defined by the Department of Energy and Environmental Protection in consultation with community representatives. | |
| Environmental Justice | Environmental justice communities pursuant to section 22a-20a (“Environmental justice community” means (A) a United States census block group, |
| (EJ) Community | as determined in accordance with the most recent United States census, for which thirty per cent or more of the population consists of low income persons |
| who are not institutionalized and have an income below two hundred per cent of the federal poverty level; or (B) a distressed municipality, as defined in subsection (b) | |
| of section 32-9p (https://www.cga.ct.gov/current/pub/chap_578.htm#sec_32-9p), communities eligible for community reinvestment pursuant to section 36a-30 | |
