About this file

This is a Proposal Budget Template for the Connecticut Department of Energy and Environmental Protection (DEEP) Energy Resilience Construction Grants RFP. The template is mandatory for all applicants and must be included as part of their response to the RFP, with proposals due by May 8, 2026. Applicants are required to break down all project costs into specified budget categories: Planning and Permitting, Engineering, Travel, Capital Assets, Other Materials, Construction Labor, Testing and Commissioning, Legal and Administrative, and Other Expenses. The template requires applicants to separate costs into Internal Cost columns and up to three Subcontractor Cost columns, with the flexibility to add additional subcontractor columns as needed. All costs must be presented in 2026 year dollars and rounded to the nearest dollar, with applicants required to identify any costs associated with the construction and interconnection of new electric generation assets separately in Column H.

The budget template mandates that all entered costs comply with 2 CFR 200 allowability, allocability, and reasonableness standards, with applicable cost principles including FAR Part 31 for for-profit entities and 2 CFR Part 200 Subpart E for non-federal entities. Applicants must include the total project cost covering all expenses, not only those for which grant funding is being requested, and must exclude costs related to proposal preparation and other grant applications. The template requires applicants to identify funding sources beyond DEEP, including Other Grants, Ratepayer Funds, Internal Funding, and Financing. Costs must reflect business travel reimbursable under IRS rules and exclude interest, cost of capital, depreciation, and other adjustments. The funding sources for this initiative include federal Bipartisan Infrastructure Law (BIL) 40101(d) formula funding for the first three years, state funding through Connecticut General Statutes 16-243y DEEP Climate and Resilience Fund to satisfy federal cost match requirements, and SEP-BIL State Energy Program funding to leverage both sources.

Attachment D - Proposal Budget Template Instructions
The Budget Template is mandatory for all applicants and must be included as part of the applicants response to the RFP.
1. Fill out the table on the Budget tab breaking all costs down into the budget categories as shown (definitions of the budget categories are below).
2. White colored cells contain instructions, headers, or summary calculations and should not be modified. Only blue cells should be populated.
3. The total project cost presented must include all project costs, not only project costs for which you are applying for grant funding.
4. Ensure all entered costs entered in Columns C - F are allowable, allocable, and reasonable in accordance with the administrative requirements prescribed
in 2 CFR 200, and the applicable cost principles for each entity type: FAR Part 31 for For-Profit entities; and 2 CFR Part 200 Subpart E - Cost Principles
for all other non-federal entities.
5. Do not include costs associated with preparing your project proposal for DEEP or costs of preparing any other grant applications.
6. All costs should be in dollars as of the day they projected to be incurred. Do not include interest, cost of capital, depreciation, or any other adjustments.
7. Costs of using the proposers own internal staff, or materials directly purchased by the proposer, should go in the column labeled Internal Cost.
Costs of any labor contracted out, or materials procured by contractors, should go in the columns labeled Sub 1 Cost, Sub 2 Cost, and Sub 3 Cost.
Add as many columns as needed if more than 3 subcontractors are used. Make sure the totals still calculate properly if you add columns.
8. Please explain any funding sources other than DEEP in the additional explanation section below the table. Please include information about other funding
sources, if included.
9. Specify any costs associated with the construction and/or interconnection of new electric generation assets in Column H.
This should be left as $0 if your project does not involve any new generation assets.
These costs should also be included in the Internal Cost and Sub cost columns as applicable. See CGS §16-243y for more info.
10. Round all costs to the nearest dollar and report costs in 2026 year dollars.
