About this file

This is a Design-Build Scope of Work for the Retamal Dam New Waterway Barrier Line project issued by the United States Section of the International Boundary and Water Commission (USIBWC) under Solicitation 191BWC26Rxxxx. The project, located in Hidalgo County, Texas approximately 2.5 miles east of the Donna Point International Port of Entry, requires design and construction of a waterway barrier line system including anchors, alert system, and warning signs at Retamal Dam. The final deliverable must protect public access from hazardous zones upstream and downstream of the dam, deflect debris to reduce intake clogging, provide compliant warning signage and alert systems, include adequate mooring and anchor systems, offer conspicuous marking with retroreflective elements and lighting, enable inspection access, and achieve a minimum 10-15 year service life with defined maintenance and corrosion protection plans.

The work is structured in two phases with separate Notices to Proceed: Phase 1 (Design) includes site investigation, surveying (topographic and bathymetric), hydraulic and hydrology studies, geotechnical investigations, design development, and production of construction documents; Phase 2 (Construction) encompasses site preparation, construction, debris disposal, quality control testing, and commissioning. The Design-Builder is responsible for all labor, materials, equipment, permits, and coordination with utilities and regulatory agencies. Work hours are limited to 7:30 AM to 4:00 PM Monday through Friday, aligned with USIBWC facility operations. Mobilization must commence within 90 days of the Construction Notice to Proceed, contingent upon Government approval of all required pre-mobilization submittals including design documents, quality assurance plans, safety plans, environmental controls, and schedules. The design phases require 30%, 60%, 90%, and 100% submittals with 28-calendar-day Government review periods between each milestone. All designs must be signed and sealed by professional engineers licensed in Texas, and the Design-Builder must comply with Davis-Bacon wage requirements, environmental regulations, Section 404 permitting, stormwater management, and all applicable federal, state, and local requirements.
