About this file

This is a Qualifications document for the Retamal Dam Buoy System Design-Build solicitation issued by the United States Section of the International Boundary and Water Commission (USIBWC). The document establishes the qualifications and experience requirements that bidders must demonstrate to be considered for this project. Contractors must provide evidence of relevant prior experience, technical expertise, and capability to successfully design and build a waterway barrier system with integrated warning systems and signage. The file likely specifies required years of experience, previous similar projects, certifications, staffing qualifications, and other credentials necessary to establish contractor responsibility.

The solicitation is for the complete Design-Build of a waterway barrier line system at Retamal Dam that will prevent public access to dangerous hydraulics and alert the public to hazards through warning systems and signage. Work includes site preparation, inspection of systems and structures, debris disposal, and quality control testing. Contractor operations are restricted to USIBWC working hours (7:00 AM to 3:30 PM, Monday through Friday) and facility closures on federal holidays. Contractors must possess identifying vehicles for border area operations and comply with proximity restrictions to adjacent US Fish and Wildlife property. This requirement is being solicited under FAR Part 36 and FAR Part 15, with a prebid site visit requiring submission of Form 358.
