About this file

This document is a minimum qualifications form (IBWC Form 245) used by the International Boundary & Water Commission to establish contractor eligibility requirements for federal construction projects.

The form establishes six qualification criteria, three of which are mandatory disqualifiers if answered "No": (1) minimum five years of experience on construction projects of similar magnitude, scope, and complexity within the last 15 years; (2) experience as a prime contractor with the Federal Government on similar projects within the last 10 years with a direct contract to a federal agency; and (3) minimum five years of experience installing vinyl-type immersion coatings within the last 10 years. Three additional criteria are evaluative rather than disqualifying: experience with specialized scaffolding, manlifts, or rope access; experience with lead-based paint removal; and a Dun & Bradstreet PAYDEX score or Experian Business Credit Score of 65 or greater (based on up to 24 months of payment history). The form permits subcontractor experience to satisfy questions one through four, provided the subcontractor submits backup documentation and a signed statement confirming their specific work scope and non-substitution. Contractors must submit IBWC Form 245B backup documentation for each project supporting affirmative answers, along with a current credit report (less than 30 days old). Failure to provide requested backup information within 24 hours of the Contracting Officer's request results in ineligibility for award.
