About this file
This is a template form used by the International Boundary & Water Commission (IBWC) to document and calculate the percentage of construction work that a contractor will self-perform, as required by Federal Acquisition Regulation (FAR) Clause 52.236-1.
The IBWC Form 245C (COND) requires contractors to itemize their bid components and determine what portion of construction work will be directly performed by the contractor's own employees and equipment rather than subcontracted. Contractors must complete all required fields, including the total bid price, design costs, preconstruction survey costs, geotechnical borings/analysis costs, utility surveys, site inspection costs, and general and administrative overhead. The form calculates total construction work to be performed by subtracting these line items from the total bid price, then requires contractors to enter the total self-performed construction work amount and calculate the resulting percentage. Self-performed work includes mobilization and utilization of contractor-owned or rented equipment operated by the contractor's employees, materials both purchased and installed by contractor forces, labor costs, job overhead, and jobsite supplies. Self-performed work specifically excludes profit markups, general and administrative overhead, bonds, insurance, equipment rentals for subcontractor use, and materials for subcontractor installation. The completed form must be certified by an authorized contractor representative and printed to PDF prior to submission to USIBWC.

The following are definitions concerning self-performance of work by the Contractor in accordance with FAR Clause 52.236-1 Performance of Work by the Contractor (APR 1984).
“Self-Performance of Work” generally includes mobilization and utilization of owned or rented plant and equipment to be operated by the Contractor's own (not subcontract) employees. Include only those materials which will be both purchased and installed by the Contractor's own (not subcontract) forces, the labor associated with those aforementioned materials or equipment, only those supplies to directly support work performed by the Contractor's own employees, and the Contractor's own job overhead costs.
"Design Costs" includes all work defined in FAR 36.306-4(a)(1) and (2). Include all work that produces an engineer signed and stamped document required to proceed with construction except for work on as-built drawings.
"Preconstruction Survey Costs" includes all work defined in FAR 36.306-4(a)(4) that is performed before construction begins. This does not include surveying for as-builts, quantities, or other post construction work.
"Preconstruction Geotechnical Borings/Analysis" includes all work associated with collecting geotechnical bores or samples, performing analysis on collected materials, and performing additional or new geotechnical analysis on the site of work. This includes preconstruction establishment/identification of borrow areas but does not include any quality control testing detailed in the construction specifications.
"Preconstruction Utility Surveys" includes all work performed to identify type or location of utilities performed prior to construction in the area of the utilities.
"Preconstruction Site Inspection" includes all work associated with photographing the site, videotaping the site, trips to the site, and other similar work performed prior to construction.
"On the Site" includes the construction site(s), jobsite, and worksite as well as offsite fabrication plant, borrow sites, or other facilities necessary to manufacture assemblies or provide materials to be incorporated into the construction project. See Technical Specifications Section 01.42.00 for definition of jobsite and worksite.
“Total Self-Performed Construction Work" is comprised of all direct (variable, fixed, one-time and semi-variable) costs to the Contractor, including jobsite overhead costs, to construct the project. It generally includes all self-performed work, as defined above, and cost of all supplies and materials installed by Contractor.
The following are NOT self-performed work for purposes of the clause: markups for profit, general and administrative (G&A) overhead, bonds, insurance, or other indirect costs on self-performed or subcontracted work, "Owner-operated equipment," rental of plant or equipment for operation by subcontractors, and purchase of materials for installation by subcontractors. These items are entered into Line G.
