About this file
This is an IBWC Form 245B (COND), a template used by the International Boundary & Water Commission to collect backup information supporting minimum qualifications for contract award. The form is designed for contractors to document their experience on similar projects and is effective as of 12/31/2024. Contractors must submit the form as a printed PDF to USIBWC prior to award.
The form requires contractors to provide comprehensive details about a reference project, including company name, project name, the contracting agency that issued the original contract, and the specific entity with whom the contractor had a direct contract relationship. Contractors must document the contract number, dollar amount, and project timeline (start and end dates). The form also requires contact information for the original Contracting Officer, including name, telephone number, and address. Contractors must identify the NAICS code for the type of construction (with 237990—Other Heavy & Civil Engineering Construction as the default example) and provide three detailed narrative sections: a brief description of the work performed, a numerical description of quantities of work completed, and a description of project complexity that demonstrates difficulties requiring more than basic skills. The instructions emphasize that responses must focus specifically on the contractor's own work performance rather than general project information, and that the documented work must be similar in both scope and complexity to the solicitation requirements to be deemed sufficient for qualification evaluation.
