About this file

This document is a Response to Offeror Questions issued by the State of South Dakota, Bureau of Human Resources, regarding RFP #25RFP18343 for a Benefit Decision Support Tool. The State seeks a web-based tool to assist employees in selecting optimal health and flexible benefit plans by leveraging personalized claims data from Wellmark Blue Cross Blue Shield. The tool must support the state's self-funded health plan offering four coverage options and multiple benefits including health insurance, dental, vision, life insurance, disability, and health savings accounts. The RFP required offeror questions to be submitted by November 14, 2025, at 5:00 p.m. CT, with state responses provided by November 25, 2025. Complete proposals must be electronically submitted to Peggy.Canter@state.sd.us by 5:00 p.m. CDT on December 15, 2025. The tool must be fully operational by April 15, 2026, for the fiscal year 2027 open enrollment period. The contract term is three years, from April 1, 2026, through April 30, 2029, with potential options for two one-year extensions, extending the maximum contract duration to five years.

The document clarifies several RFP requirements through offeror questions and state responses, including confirmation that decision logic should utilize personalized claims data rather than aggregated data, that three references are required (not five as suggested in one section), and that one previously referenced remuneration survey requirement should be disregarded. The State anticipates no carrier or plan changes except for discontinuing the Livongo diabetes tool. Vendors must provide commercial general liability insurance of at least $1,000,000 per occurrence and professional liability insurance of at least $1,000,000. The RFP requires all-inclusive lump sum pricing for core services with hourly billing rates for additional work and a maximum fee guarantee for the initial three-year term. Proposed solutions must integrate with existing state infrastructure including single sign-on capabilities, Microsoft Power BI data access, and compliance with South Dakota's IT security standards.
