About this file

This document contains resident and non-resident bidder affidavits issued by the Kenton County Airport Board (KCAB) for the Water Treatment Services procurement at Cincinnati/Northern Kentucky International Airport in Hebron, Kentucky. The procurement solicits proposals from qualified firms to provide comprehensive water treatment services, including professional testing, chemical provision, equipment operation and maintenance, and consulting services. The contractor must deliver monthly site visits, quarterly Legionella testing across 16 buildings, annual equipment inspections, staff training, and specialized laboratory analysis, with 24/7 emergency response capability within four hours of notification. The proposed contract runs from March 1, 2026, through February 28, 2029, with KCAB retaining the option to renew for two additional one-year periods. Questions must be submitted by January 26, 2026, at 11:59 pm, with answers posted by January 29, 2026, at 11:59 pm. Proposals are due by February 5, 2026, at 2:00 pm Eastern Time, with interviews scheduled for the week of February 16, 2026.

Kentucky law grants preference to Kentucky resident bidders equal to the preference provided by the bidder's home state, with ties broken in favor of Kentucky residents. To qualify for resident preference, bidders must be authorized to transact business in Kentucky and demonstrate during the one-year period prior to bid advertisement that they filed Kentucky Corporate Income Taxes, made payments to the Kentucky Unemployment Insurance Fund, and maintained a Kentucky Workers Compensation Policy. Non-resident bidders must identify their home states and the preferences available in those jurisdictions. The contractor must maintain comprehensive insurance coverage including commercial general liability ($2,000,000 to $10,000,000), possess at least 10 years of experience treating similar-sized hydronic systems, and maintain certified laboratory capabilities within 24-hour travel distance. Annual price adjustments are permitted based on the Consumer Price Index for the Cincinnati/Northern Kentucky metropolitan area, capped at three percent of the current annual contract price.
