About this file

This is a Requirements document outlining delivery and product specifications for subsistence items under a Federal Bureau of Prisons contract. The document establishes strict operational parameters for a procurement of dairy, meats, general subsistence, and kosher items by the Federal Transfer Center in Oklahoma City, Oklahoma. Delivery must occur between July 1, 2025, and July 31, 2025, with all products delivered Monday through Friday between 8:00 am and 2:00 pm, excluding federal holidays. All deliveries must be palletized and the delivery vehicle must be capable of offloading onto a 4-foot elevated unloading dock. Non-frozen, perishable foods must be delivered between 34 and 40 degrees Fahrenheit, while frozen foods must arrive at 0 degrees Fahrenheit or below. Products showing evidence of prior thawing will be refused. Vendors must pick up any rejected items at their own expense within two weeks of non-compliance notification, or the Government will dispose of them.

The contract enforces strict compliance with all product specifications through inspection procedures, which may include thawing and cooking items to verify conformance. Failure to meet delivery schedules or specifications constitutes non-conformance and will result in contract cancellation and indefinite removal of the vendor from future awards. This is a 100% small business set aside with a size standard of no more than 500 employees under NAICS code 311999. The contract is firm-fixed price with past performance weighted approximately equal to price in the award decision. Payments for awards at or below $15,000 will be made via Government Purchase Card, while awards exceeding $15,000 will be processed as purchase orders payable by electronic funds transfer.
