About this file

This file contains delivery and compliance requirements for subsistence items in support of a Federal Bureau of Prisons solicitation for the Federal Correctional Institution in El Reno, Oklahoma. The requirements establish strict operational standards for all vendors: deliveries must occur Monday through Friday between 7:00 am and 2:00 pm (excluding federal holidays), with all items requiring palletization and delivery by April 15, 2026. Temperature control is mandatory, with non-frozen perishable foods maintained between 34°F and 40°F and frozen foods at 0°F or below; any products showing signs of prior thawing will be refused. The delivery vehicle deck must be suitable for offloading onto a 4-foot elevated unloading dock.

The government will conduct close inspection of all items for specification compliance, with items requiring thawing and cooking to verify acceptability. Non-conforming items conditionally received must be picked up by the vendor at their expense within two weeks of notification; items not retrieved within this timeframe will be disposed of by the government. Failure to meet delivery schedules or specifications will result in indefinite removal from future awards, making vendor compliance critical to contract performance. The underlying solicitation (15B50726Q00000017) is a 100% small business set-aside with a NAICS code 311999 (500-employee size standard), utilizing firm-fixed pricing with past performance weighted equally to price in evaluation.
