This solicitation is issued as a Request for Quote (RFQ) on SAM.gov.
2. It is the quoter’s responsibility to ensure the quote and all the data is complete in accordance with this RFQ. The Government assumes no responsibility for late or incomplete responses to the RFQ. Late responses will be processed in accordance with RFO 52.212-1(c). The North American Industry Classification System (NAICS) code for this requirement is 332216 – Saw Blade & Handtool Manufacturing. The Product Service Code (PSC) is 5180 – Sets, Kits, and Outfits of Hand Tools. This requirement is being solicited as a 100% Small Business set aside in accordance with NAICS 332216. The small business size standard associated with this NAICS is 750 employees.
3. The Government intends to make an award based on the initial quote submissions without conducting discussions. Therefore, each quote should contain the quoter’s best terms from a price and technical standpoint. However, IAW RFO 52.212-1(d), the Government reserves the right to hold discussions if, during the evaluation, it is determined to be in the best interest of the Government. Quoter responses to the discussions will be considered in making the award decision. Discussions may be conducted with any and/or all quoters responding to this RFQ.
4. The government will incorporate into the resultant order the attached contract clauses or provisions in order to be compliant with any applicable DoD- Unique statutes, regulation, directives, and other requirements (see Attachment 4).
5. The Government intends to award a Firm-Fixed Price delivery order for IT Support & Network Operations (NetOps) Infrastructure Equipment across twenty-seven (27) distinct item categories totaling to two-hundred twelve (212) units. These items shall be purchased and delivered to the Medical Education and Training Campus (METC) at 3488 Garden Ave BLDG: 1364 (MIF 4)/Room: 245 JBSA-FSH, Texas 78234-5005 IAW the Statement of Need (Attachment 1) and the Schedule of Supplies (Attachment 2).
To be considered for award, vendors must fully complete the attached Schedule of Supplies by providing the proposed manufacturer, model/part number, unit price, and extended price for all twenty-seven (27) required items. The total consolidated sum from the Schedule of Supplies
Vendor’s quote shall include the manufacturer name, model/part numbers, and unit, extended and total prices for the schedule below. Vendors must submit pricing for all 27 items in the Schedule of Supplies to be considered for award.
*NOTE: Best value determination will be based on a Lowest Price Technically Acceptable (LPTA) approach. For this RFQ, best value means a single award will be made to the contractor whose products are technically acceptable, quotes the lowest overall total evaluated price, and has been determined to be a responsible contractor IAW FAR Part 9.
6. The government will consider the following two (2) factors: Technical and Total Evaluated Price.
a. Technical Factor:
The technical response shall demonstrate compliance with the delivery.
The technical response shall demonstrate the contractor's compliance with providing and delivering all twenty-seven (27) categories of Consolidated IT Support & Network Operations (NetOps) Infrastructure Equipment (totaling 212 units) as specified in the Statement of Need (Attachment 1) and the Schedule of Supplies (Attachment 2). To be rated technically acceptable, the vendor must submit sufficient technical details (e.g., proposed manufacturer, model/part numbers, or product datasheets) verifying that every proposed item meets or exceeds the technical performance capabilities and physical criteria defined in the Statement of Need.
This technical factor shall be rated as Acceptable or Unacceptable as follows:
Adjectival Rating Description
Acceptable
The quote provides sufficient and detailed technical information to demonstrate the Contractor's ability to provide and deliver all twenty-seven (27) categories of
Consolidated IT Support & Network Operations (NetOps) Infrastructure Equipment in accordance with the Statement of Need (Attachment 1) and the Schedule of
Supplies (Attachment 2).
Unacceptable
The quote does not provide sufficient technical information or fails to demonstrate the Contractor's ability to provide and deliver all twenty-seven (27) categories of
Consolidated IT Support & Network Operations (NetOps) Infrastructure Equipment in accordance with the Statement of Need (Attachment 1) and the Schedule of
Supplies (Attachment 2).
b. Total Evaluated Price Factor
Vendors are required to complete and return the attached Schedule of Supplies (Attachment 3) and/or to provide a quote on official company letterhead with the information as outlined in the Schedule of Supplies. The government will evaluate quotations for award purposes by adding the extended price(s) (quantities multiplied by unit prices) for each item to obtain the total evaluated price. The Government intends to award based on initial responses, therefore, you are encouraged to offer your most advantageous pricing, to include discounts, in the initial response.
7. The Government will award a single award resulting from this RFQ to the responsible vendor who meets/complies with all the terms and conditions of the RFQ and whose products are technically acceptable, quotes the lowest overall total evaluated price, and has been determined to be a responsible contractor IAW FAR Part 9.
If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will then evaluate the three (3) lowest priced quotes for Technical Acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability. If additional quotes are evaluated for technical acceptability, they will be evaluated in order of increasing total evaluated price. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ.
8. Questions:
Independent consultation with Government Officials concerning the project requirements is prohibited since evaluation of quotations will be based on requirements stated in the Request for Quotation. Industry Generated Questions regarding the design, coordination, or interpretation of RFQ requirements during the solicitation phase shall be in writing and directed to the Contract Specialist, Sasha Juarez at sasha.juarez@us.af.mil with a courtesy copy (CC) to Sharla Blalock at sharla.blalock@us.af.mil no later than Thursday, 27 August 2026 at 12:00 p.m. Central Standard Time (CST).
