About this file

This is a Request for Information (RFI) document issued by the 502d Air Base Wing at Joint Base San Antonio for market research purposes regarding HVAC system replacement. The Government seeks information from interested, capable, and qualified small businesses to replace existing closed-circuit cooling tower HVAC systems at Buildings 590 and 591 (B590/B591) at JBSA-FSH. The existing systems (SPX ReCold, Model MW-30C, Serial MW-10063716-A2) will be replaced with "brand name or equal" systems, with each building receiving one complete replacement unit. The work encompasses all project management, supervision, labor, tools, materials, equipment, and quality control necessary to deliver fully commissioned and operational HVAC systems compliant with all applicable codes, standards, and manufacturer specifications.

Responses to this RFI must be submitted by Friday, 15 May 2026 to both the Contract Specialist (SrA Jamie Cutright, jamie.cutright@us.af.mil) and Contracting Officer (Emily Rodriguez, emily.rodriguez.8@us.af.mil). The Government is targeting NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million and anticipates a Firm Fixed Price award. Small business participation is prioritized, with the questionnaire requesting information on licensure/certifications, small business status and socio-economic designations (8(a), HUBZone, SDVOSB, WOSB, SDB), GSA FSS Schedule availability, and relevant NAICS codes. This is a pre-solicitation notice for acquisition planning purposes; no evaluation letters or results will be issued to respondents, and proprietary information should be clearly marked as non-disseminable.
