About this file

This is a draft salient characteristics document establishing equipment specifications for the HVAC system replacement at Joint Base San Antonio-Fort Sam Houston (JBSA-FSH) Buildings 590 and 591. The document defines mandatory requirements for acceptable "brand name or equal" equipment that must demonstrate strict compliance with physical dimensions, electrical specifications, and performance capabilities to ensure compatibility with existing infrastructure and meet facility cooling loads.

The fluid cooler (cooling tower) must meet or exceed the cooling capacity of the existing SPX ReCold MW-30C model, operate on 208/230V three-phase power, include dual fans (approximately 3.0 HP each) or equivalent configuration, and contain an internal basin heater (approximately 4.0 KW) that fits within the existing structural support and pad footprint. The circulation pumps must deliver a minimum 120 GPM flow rate with a 5 HP motor rated for continuous duty at standard 4-pole speed (approximately 1750-1760 RPM), also operating on 208/230V three-phase power. The control panel must be rated for 208/120V three-phase, four-wire service with a 100A, three-pole main breaker and two 20A, three-pole breakers for variable frequency drives (VFDs), housed in a NEMA 3R outdoor-rated enclosure. This pre-solicitation effort, issued by the Air Force 502d Civil Engineer Squadron, is currently soliciting market information from qualified small businesses through a Request for Information (RFI) process before proceeding to formal solicitation.

SALIENT CHARACTERISTICS

FLUID COOLERS AND PUMPS REPLACEMENT (BLDGS 590 & 591)

To be considered an acceptable "equal" product, all proposed equipment must strictly adhere to the physical dimensions, electrical requirements, and performance capabilities outlined below to ensure compatibility with existing infrastructure and meet required facility cooling loads.

1. Fluid Cooler (Cooling Tower)

· Performance: Must meet or exceed the cooling capacity/tonnage of the existing SPX ReCold MW-30C.

· Footprint: Size and operating weight must fit the existing structural support/pad.

· Electrical: Must operate on 208/230V, 3-Phase power.

· Fans: Dual fans (approx. 3.0 HP each) or an equivalent fan configuration that meets the required cooling performance.

· Heater: Must include an internal basin heater (approx. 4.0 KW).

2. Circulation Pumps

· Flow Rate: Minimum 120 GPM.

· Motor: 5 HP, continuous duty, standard 4-pole speed (approx. 1750-1760 RPM)

· Electrical: Must operate on 208/230V, 3-Phase power.

3. Control Panel

· Power: Rated for 208/120V, 3-Phase, 4-Wire.

· Protection: Includes a 100A, 3-pole main breaker and two 20A, 3-pole breakers for VFDs.

· Enclosure: NEMA 3R (outdoor rated).
