The platform must support a minimum of 50 concurrent users with unlimited asset redownloads, perpetual usage rights, advanced administrative management, team access capabilities, and media asset updates. Downloaded assets must remain available to users after contract conclusion.

The anticipated NAICS code is 513210 (Software Publishers), with small business set-asides available if applicable. The period of performance consists of one 12-month base period with two optional 12-month renewals. Security requirements include compliance with NIST SP 800-171 for controlled unclassified information, with cloud service providers required to meet FedRAMP Moderate baseline standards.
