About this file

This file is a Request for Information (RFI) questions document dated September 28, 2026, related to the Digital Library of Creative Assets (DLCA) II pre-solicitation. The document appears to be an appendix containing clarifying questions and answers rather than a standalone requirements document. It is designed to solicit vendor input and gather market information to inform the development of a future RFP for a subscription-based creative asset platform.

The RFI seeks information from potential vendors regarding a digital library service that would provide the National Geospatial Intelligence Agency (NGA) with access to high-resolution, editable vector graphics and diverse media assets with unlimited concurrent user access for a minimum of 50 users. Key service requirements include advanced administrative management capabilities, perpetual royalty-free usage rights, unlimited asset redownloads, and the ability for downloaded images to remain available for use after the performance period concludes. The document functions as a Q&A clarification tool to address vendor questions and refine government requirements prior to formal solicitation, with all response costs borne solely by interested parties.

Provide documentation regarding whether AI features are native to the platform, available through partner integrations, or require third-party connections, along with any associated usage limits or specific pricing tiers.

4
3.4 Usage Rights

3.2 Search, Filter and Other Features

Is there a feature that indicates if a user has already downloaded a particular graphic?

5

How are unused download credits, quotas, or entitlements at the end of the Period of Performance (including base and option periods) handled in your subscription model? Please describe available options, such as credit rollover to subsequent periods, pro-rated refunds, forfeiture policies, or conversion to extended access rights for previously licensed assets.

6
Section 6 Period of Performance
Could pricing be established for a longer Period of Performance, specifically one (1) year base period plus four (4) one-year option periods, instead of the currently proposed one (1) year base period plus two (2) one-year option periods?

Describe available pricing structures, such as price per user or price per credit/asset. Is there a minimum required purchase per year? Are there typically price breaks for higher yearly purchase amounts?
