About this file
This document is a Policy/Procedure #203 from the City of Phoenix Information Technology Services (ITS) Wireless Communications Services division establishing standards for Tower Climbing Safety Equipment Management, effective June 15, 2015. The policy applies to all ITS employees involved in communication tower maintenance and inspection activities, outlining comprehensive requirements for personal protective equipment (PPE), fall protection systems, and equipment management protocols. The City shall provide and issue tower climbing instructor-approved safety equipment including safety shoes, eye protection, hard hats, gloves, ear protection, full body harnesses, personal fall arrest systems (PFAS), lanyards, safety lines, hauling ropes, winches, tag lines, and first aid trauma kits with CPR training. All tower climbing and PFAS equipment must be inspected for defects before each use, with defective items removed from service and reported to the ITS Wireless Manager for replacement.
Responsibility for equipment management and safety compliance is distributed among multiple roles: Tower Training Instructors and Climbing Event Foremen must monitor maintenance activities to ensure proper equipment use, conduct quarterly equipment inspections, and ensure defective equipment is repaired or replaced to "like new" condition; climbing team members must maintain assigned equipment per manufacturer guidelines, inspect equipment before each climbing event, report defects, and participate in quarterly inspections while prohibiting unauthorized use of personal safety equipment; and the ITS Wireless Manager must ensure tower climbing personnel receive proper safety equipment and training while monitoring resolution of reported safety defects. All quarterly equipment inspections must be documented on designated forms, reviewed by the Tower Climbing Instructor, and archived with records maintained and reviewed by the ITS Wireless Manager or delegate. This policy directly supports the City's Communication Tower Inspection, Maintenance, and Repair Services solicitation requiring all climbing personnel to meet ITS Wireless Communications Services Policy standards with certified tower climbers and Level 3 rescue climber certifications.
