About this file

This is an Information Technology Department policy document from the City of Phoenix establishing tower climbing certification and training requirements for personnel involved in the inspection and maintenance of wireless communication tower facilities. The policy, effective June 15, 2015 (Revision 2), applies to all ITS employees conducting communications tower maintenance activities at both tower and ground level positions. Prior to supporting any communications towers, employees must obtain certification either through ITS Climbing Instructors or qualified third-party entities in accordance with recognized industry practices and applicable federal and state regulations. All tower climbing personnel must pass a medically supervised medical examination every three years to ensure physical fitness for the role. The certification program begins with a four-hour introductory instruction course, after which employees are evaluated and assigned certification levels as either "Authorized Climber" or "Authorized Ground Support."

The policy establishes a structured certification framework with four climbing and three ground support certification levels, ranging from Level 1 (Authorized Climber/Ground Support) through Level 3 (Rescue Climber/Ground Support), with an Instructor designation requiring third-party training certification from recognized providers. Level 1 certification requires four hours of classroom instruction; Level 2 requires an additional eight hours of classroom and practical training; Level 3 requires an additional eight hours of classroom, practical, and evaluation periods. Employees who pass classroom instruction, practical demonstration, and practical evaluation are certified for one year and must recertify through quarterly practical training sessions every three months. Employees must attain Level 3 "Rescue Climber" certification within 18 months of entering the program. The ITS Wireless Communications Services Climbing Instructor is responsible for maintaining all training certificates and records, ensuring training materials align with industry standards, and developing and implementing fall protection plans. Employees who fail to demonstrate proper safety procedures are decertified and must complete recertification training before resuming tower climbing activities.
