About this file

This is an Information Technology Services policy document from the City of Phoenix, Arizona, establishing the tower climbing safety equipment management procedures for wireless communications services. The policy outlines comprehensive safety requirements for all ITS employees involved in communication tower inspection and maintenance activities. The City shall provide mandatory personal protective equipment including safety shoes, eye protection, hard hats, gloves, ear protection, full body harnesses, personal fall arrest systems, lanyards, safety lines, hauling ropes, winches, tag lines, and first aid trauma kits with CPR training. Equipment inspections are required before each use, with quarterly comprehensive inspections of all team equipment conducted by tower climbing personnel. The policy designates clear responsibilities among Tower Training Instructors, Climbing Event Foremen, climbing team members, and the ITS Wireless Manager to ensure proper equipment maintenance, usage, and defect reporting.

The policy establishes that all defective equipment must be removed from service immediately and reported to the ITS Wireless Manager for disposal and replacement or repair to like-new condition. Climbing team members are individually responsible for maintaining their assigned equipment per manufacturer guidelines and must inspect equipment before each climbing event, report defects, and actively participate in quarterly inspections. Importantly, personal safety equipment such as full body harnesses and PFAS equipment cannot be shared among personnel. Quarterly inspection records must be documented on designated forms, reviewed, and archived by the Tower Climbing Instructor and ITS Wireless Manager. This policy directly supports the City of Phoenix's five-year Communication Tower Inspection, Maintenance, and Repair Services contract commencing September 1, 2026, ensuring contractor compliance with established safety standards and equipment management protocols.
