About this file
This is a Tower Safety Policy document issued by the City of Phoenix Information Technology Services (ITS) Wireless Communications Services division, establishing mandatory safety protocols for all personnel involved in communication tower inspection and maintenance activities. The policy outlines comprehensive requirements for tower climbing operations, including mandatory certifications for all climbing and ground support personnel, composition of climbing teams (minimum two certified rescue climbers for light maintenance/inspections and three certified climbers for construction-level tasks), and pre-climbing authorization requirements including hazard assessments, pre-mobilization plans, safety plans, rescue plans, equipment inspections, and declaration of a climbing event foreman. All climbers must maintain 100 percent tie-off at all times, wear Personal Fall Arrest Systems (PFAS) equipment as outlined in Policy #203, wear hard hats and safety shoes, attend scheduled safety meetings and quarterly practical training sessions, and comply with OSHA Standard 1926.65 Appendix E. The policy establishes clear responsibilities for the ITS Tower Training Instructor, Climbing Event Foreman, individual climbers, and the ITS Wireless Manager to ensure adherence to safety procedures and proper equipment use and maintenance.
The policy establishes record-keeping requirements for certifications, training documents, job hazard assessments, and climbing log-books maintained by respective instructors, foremen, and climbers. Personnel who fail to demonstrate proper safety procedures or equipment use face decertification and are required to complete recertification training before resuming climbing activities. Additional requirements include immediate reporting of active wildlife nests on tower structures to supervisors prior to climbing, discretionary work cessation during extreme or inclement weather conditions, and prohibition of climbing personnel from riding load lines or capstan winches. This policy (Revision 4, effective June 15, 2015) directly aligns with and supports the City of Phoenix's Communication Tower Inspection, Maintenance, and Repair Services solicitation, which requires all contractor personnel to meet these same certification standards, maintain medical examination clearances every three years, and comply with all specified safety protocols as a condition of contract performance.
