About this file

This document is a Notice of Competitive Range for a Contact Center as a Service (CCaaS) Request for Proposal (RFP #S-10700-00012867) issued by the Oregon Department of Administrative Services, State Procurement Services (DASPS) on behalf of Enterprise Information Services, Shared Services, and other Authorized Agencies. The procurement seeks cloud-based contact center solutions, with the initial RFP receiving 19 proposals encompassing 23 total proposed solutions. At the conclusion of Round 1 evaluation, DASPS has determined that the top 15 ranked proposers will advance to Round 2, which will include questions, interviews, and pricing discussions. The initial proposal submission period was from March 6, 2025, to April 7, 2025, with the competitive range notice dated July 23, 2025.

The top-ranked proposers include Presidio Networked Solutions Group/Cisco (scoring 1189.46), Deloitte LLP (1181.43), and TTEC Digital LLC/Amazon (1158.70), with proposals evaluated across various technical solutions and platforms. Proposers were required to demonstrate capabilities in multi-channel communication, advanced routing, reporting, workforce management, and integration capabilities. Vendors must comply with security standards and potentially integrate with existing state infrastructure. While specific contract values are not explicitly stated, the comprehensive nature of the solicitation suggests a significant enterprise-wide implementation. Proposers are expected to provide detailed technical responses, pricing proposals, and meet specific requirements including potential Disadvantaged Business Enterprise (DBE) considerations outlined in the COBID attachment.
