Solicitation No. R16PS00440 Pleasant Grove Maintenance Building

Amendment 004

The purpose of Amendment 004 is as follows:

1. Post Questions and Answers that were discussed during the site visit.

IMPORTANT INFORMATION

1. All questions pertaining to this requirement are due, in writing, no later than Wednesday May 4, 2016, 12:00 noon (MDT) to lrock@usbr.gov. No questions will be accepted after the due date and time for Phase One: Request for Qualifications. Only questions submitted in writing will be accepted and answered via amendment prior to the solicitation closing date.

2. A Site visit is scheduled for Wednesday April 27, 2016 at 10:00am Mountain Daylight Time.

Solicitation No. R16PS00440 Pleasant Grove Site Visit Questions and Answers Wednesday April 27, 2016

1. Do we need to fill out the Subcontracting Percentage Worksheet during the first round?

a. Yes; however, the prime does not need to specify the exact name of the sub at this time.

The prime should have an idea of what work will be subcontracted; as such, during round 1, it is acceptable that the Prime submit percentages on what they will be subcontracting without specific names, just percentage of the subcontracting. Note that the prime MUST comply with FAR Clause 52.219-14 Limitations on Subcontracting for this requirement.

2. Do we have access to as-builts for the piping and the storm drainage system?

a. Reclamation does not have as-builts of the storm drainage system – including the detention basins located on the south end of the property. It is our understanding several sections of 72” concrete pipe modified to act as detention system in series is buried on the south end of the property. The intent of these tanks is to prevent storm water surges from overpowering the City’s system. These tanks collect drainage from the adjacent Provo River Water Users Association office and maintenance property to the east of Reclamations property, and subsequently drain into the city system. Drainage from development of Reclamations property may be discharged into these tanks; however, it may not change the detention qualities of the system (discharge rate into the city system) – meaning an independent detention basin on the south end of Reclamations property will likely be required, and will be able to discharge into the existing surge tank system as a pass-through to the city system.

3. Is the piping connected to the city storm drain system?

a. It is the understanding of Reclamation that the surge tanks on the south end of the property are connected to the city system. For bidding purposes it should be assumed the surge tank system is tied to the city storm drain system. If additional information is found in this regard, it will be supplied as an amendment.

4. What is the square footage of the buildings that will be demolished by the Government?

a. Approximately 2400SF of office trailers will be demolished. This includes restrooms, common areas and kitchen areas. The new structure cannot exceed 9,625SF and office space cannot exceed 10 percent of the total building footprint – (962SF). Office space is counted as only the four offices as indicated in the solicitation, and the reception area (reception desk and seating space only – not to include waiting areas, as applicable).

5. Are keycard access electronic gates going to be required on all three access points? Or can they just be at the north access?

a. Keycard access will be required only at the two north access gates.

6. Do we have access to geotechnical reports?

a. Reclamation does not have access to geotechnical reports; however assumed subsurface parameters will be provided – for bidding purposes only.

7. Are assumed soils conditions going to become available to interested parties?

a. Reclamation does not have access to geotechnical reports; however assumed subsurface parameters will be provided – for bidding purposes only.

8. Concerning the vegetation around the site, is there anything specific to the homeowners in the area that the contractor will be responsible for removing?

a. Reclamation will work with home owners to relocate non-governmental property encroaching on Reclamation property (east side of property) prior to arrival of contractor construction crews on the site.

9. Will the existing asphalt be removed by the government?

a. Reclamation will only demolish the buildings identified. The ground surface will be roughly graded to match the existing grade and all debris or other surficial deleterious material will be removed from the construction area by Reclamation. Existing asphalt will not be removed by the government. If the new facility requires modification of the existing grade, and subsequent removal of the asphalt, that will be the requirement of the contractor.

10. Does the 10% office space in the specs pertain to usable office space or all office space?

a. See response to question 4.

11. Is the south end available for detention basin?

a. Yes.

12. Where can the contractor set up trailers and other similar requirements needed onsite?

a. Reclamation intends to continue to use the site during construction. Coordination between the contractor and Reclamation will be necessary. Reclamation anticipates contractor offices to be set up on the west or south west portions of the property. Reclamation anticipates staging of equipment and supplies will be in the south portion of the property.

13. How deep are the onsite pipes buried?

a. This is unknown. For purposes of bidding, the contractor should assume the pipes are buried between 24 and 36 inches below existing ground surface.

14. Are all utilities coming in from the North? Where are the power lines? Where is the transformer?

a. As identified during the site visit, power to the site comes from power running along 1100 north and is dropped to a power pole located in the north east portion of the property – immediately north of the existing drill shop. From this pole, power is run underground to the office trailer on the west half of the parcel. Only the office trailers (3) and the drill shop have power and utilities). None of the out-buildings have power or other utilities.

15. Is there more information on the options that are listed in the contract?

a. The Statement of Objectives contains all information on the items listed in the facility requirements section.

Other Information

1. The site use to be an old CCC Camp. Reclamation has cleared everything on the surface and nothing has been found. Reclamation has SHPO Clearance for construction on the site.

2. Currently, all entrances on the site are manual.

3. Entrance on the north of the site must be large enough for 1 semi to get to the keypad and through the gate. Pacing for the semi is an option.

4. Restrooms: 1 Single occupancy restroom, 1 restroom to accommodate several male users – refer to

Section 018100.1.06.F.
