Solicitation No. R16PS00440 Pleasant Grove Maintenance Building

Amendment 002

The purpose of Amendment 002 is as follows:

1. Post Answers for all questions received in writing by Tuesday April 19, 2016, 12:00 noon

(MDT).

2. Update part of the solicitation. The updated pages are included as A2 Updated Solicitation Pages in PDF format and the changes are highlighted.

3. Attach new documents as follows:

a. Updated Attachment 3 Project Experience Fillable Form.docx

b. Updated Attachment 4 Key Personnel Fillable Form.docx

4. A second question period is now open. All questions are due to lrock@usbr.gov, in writing, no later than Wednesday May 4, 2016 12:00 noon (MDT). Questions received before the deadline will be answered via amendment before the solicitation closing date.

IMPORTANT INFORMATION

1. All questions pertaining to this requirement are due, in writing, no later than Wednesday May 4, 2016, 12:00 noon (MDT) to lrock@usbr.gov. No questions will be accepted after the due date and time for Phase One: Request for Qualifications. Only questions submitted in writing will be accepted and answered via amendment prior to the solicitation closing date.

2. A Site visit is scheduled for Wednesday April 27, 2016 at 10:00am Mountain Daylight Time.

3. Solicitation Closing Date: Wednesday May 11, 2016 Solicitation Closing Time: 14:00 Mountain Daylight Time

4. Proposals must be delivered to:

o Any proposals received after the closing date and time will not be accepted.

7. Please read Section L and M attentively and thoroughly for proposal information.

TECHNICAL QUESTIONS

1. Factor 3 General Technical Approach indicates that we are to do a narrative write up along with a milestone schedule. Do you want these items at this stage of the process? We will not be getting into the building design fully until the bidding phase (Phase 2) when the design team starts doing the conceptual drawings with scope.

A general description of the design-build approach is required along with a typical milestone schedule to support the approach. This would not include project specific information, other than that provided in the solicitation.

2. We only see page limitations for the narrative in Factor 3 and the narrative in Factor 4. Is that correct, or do other sections have page limitations too?

Page limitations are as indicated in the solicitation. Proposals should communicate capabilities and suitability for performing the work described in the solicitation in a concise manner.

3. Volume II section 01 74 00 - Is it the intent of the BOR that each contractor bidding this project will need to do an environmental inspection of the site, including buildings that need to be removed? Does the BOR have a report that can be shared with all General Contractors?

Removal of buildings to be demolished is by others. Section 01 74 00 is related to construction waste and debris, and waste or debris that may be encountered during construction.

Reclamation is unaware of subsurficial debris or contaminants on the site, though subsurface investigations have not been completed.

4. Are there any underground storage tanks?

We are not aware of any underground storage tanks, with the exception of the storm water detention basins located on the south end of the property, and referenced in Section 33 40 00 1.02.A.1 and 01 25 00 1.04.A.3.a.

5. How many people will be working in the facility?

Four employees will be duty stationed to the PG Maintenance building full time. The facility conference rooms must accommodate two teams generally not exceeding 15 people each (for a total of 30). These employees will be in the building briefly (approximately 2-4 hours) at the beginning and end of 10-day shifts.

6. Volume II Section 01 81 00-4 indicates that the General Contractor is to provide a “fully functional water laboratory”. Will the General Contractor need to include all equipment for the laboratory?

The contractor will be required to provide the items listed in 018100 1.06. Equipment used for sampling water will be provided by others.

7. Volume II section 01 81 00 part 1, 1.02 indicates the office space is to be 10% of the building which would be 962.5 SF, with the remaining space being maintenance shop. However, this section details many rooms and then clarifies in item L that the 4 office rooms will be 962.5 SF. Please clarify that all of the additional rooms desired are not included in the 10% office space such as Laundry room, common room, reception area, two team rooms, and so on.

The 10% limit for office area is strictly related to the designated “offices” and does not include the laundry room, common room, reception area, team rooms, shop, etc.

8. Is there a current soils report that has been done for other buildings on that plot of land that you can give out?

No. The government has not performed, or contracted any subsurface exploration work on the site.

CONTRACTING QUESTIONS

1. According to the SF 1442, we need a bid bond. We assume the bid bond will be required in Phase II. Is that correct?

Correct; Payment Bonds, Performance Bonds, and Bid Bonds will only be required during Phase 2 from the most highly qualified offerors who make it on the short list.

2. On Attachment 4, Key Personnel Fillable, the second line down says, “Nevada Professional License.” Can we get this updated to “Utah Professional License”?

New forms have been upload via Amendment 002 for Attachment 3 and Attachment 4. Please use the new Updated Attachments 3 and 4 for your Project Past Experience and Key Personnel Fillable Form.

3. Section 52.246-21 of the solicitation (pg. 24) states, “This warranty shall continue for a period of 2 years from the date of substantial completion of the pipeline.” Is there a pipeline we don’t know about and is it a part of this job? What is the warranty period on the building?
