Amendment 006 R16PS00440 Pleasant Grove Maintenance Building Questions
Questions and Answers
1. Field observations of the site suggest that substantial re-grading will be required in order to move surface water from the north end of the site (the assumed area of new work) to the drainage structures at the south end of the site. Please respond to the following issues:
Refer to Amendment 1, Attachment 8, which shows the existing site grade. There is approximately 9 feet of fall from the northeast corner of the parcel and falls to the southwest corner of the parcel.
a. Does the scope of anticipated design-build work include substantial re-grading of the overall site and construction of new waterways as required to conduct surface storm water from the area of work to the existing storm drain structures?
The contract scope for management of surface storm water includes design of the entire system and grading/earthwork only in area of the new structure and associated parking and landscape areas. The government will construct the detention basin and associated water conveyance from the edge of the parking/landscaping to the detention basin. Refer to Section 334000 1.02.A of the Statement of Objectives posted with this Amendment
b. Does the Government’s budget account for re-grading and construction of drainage structures?
The Government’s budget accounts for all design requirements and construction within the footprint of the new structure and associated parking/landscape areas.
c. Will the Government pay any applicable storm drain connection or impact fees associated with this work?
The contractor will be responsible for paying applicable storm drain connection or impact fees associated with this work.
2. The existing electrical service is single-phase, served from a single, pole-mount transformer.
The new work is anticipated to require 3-phase electrical service. Please clarify the Government’s intent regarding a new electrical service as part of the work, and the design-build contractor’s responsibilities in regards provision/procurement of the new electrical service.
A change from single-phase to 3-phase is anticipated as part of this work. All work, permits, and associated costs related to electrical service to the building are the responsibility of the contractor.
3. Please confirm the level of design (30%, 60%, 90%, 100%) to which design of the Zero Energy Building will be carried-out before a determination is made to implement the Zero Energy option.
Zero Energy Construction is no longer an option under this requirement. The contractor will still be required to provide the government with a Zero Energy design per the updated Statement of Objectives posted under Amendment 5.
4. Please confirm that implementation of the Zero Energy option will include a change order for both design and construction costs in excess of those included in the Base Bid. Please confirm that the Government anticipates added design costs as a part of this option, or that this design will be executed to the 100% stage regardless whether this option is exercised.

5. Please confirm to what degree the design process must conform to and include zoning and building reviews and approvals by the City of Pleasant Grove.
The Federal Government is not required to conform with zoning and building reviews and approvals by Pleasant Grove City. This requirement was removed from the solicitation.
Refer to the revised Statement of Objectives posted under Amendment 5.
6. Are City plan check, permit, storm water, and other fees to be paid by the Government, or by the Contractor out of the contract amount?
See answer to question 5. All necessary permits, impact fees, etc. are the responsibility of the contractor.
7. Please confirm that one-way vehicle circulation will be acceptable around the north end of the site.
One-way vehicle circulation is acceptable.
8. Please provide a list of Government-furnished/Government-installed equipment for which utility services are required.
The government plans to furnish and install an air compressor per Section 018100 1.06.M.3 and the rack and switches identified in Section 018100 1.06.P.5.d
9. Please provide a list of Government-furnished/Contractor-installed equipment.
See the answer to question 19.
10. Please provide a list of Contractor-furnished/Contractor-installed equipment, particularly in regards to maintenance bays, DI water, and water laboratory equipment.
For the water quality laboratory the contractor is required to furnish items identified in Section 018100 1.06.D. A space is required for the DI water system tank – which is government furnished – but this will be installed by the government. All other items are contractor furnished/contractor installed.
11. Please confirm that a dedicated make-up-air unit is required for the water lab, due to installation of a fume hood. Note that this equipment will make it problematic to obtain Zero Energy certification.
A fume hood is required per Section 018100 1.06.D.5
12. Is a neutralization system required to treat effluent from the water lab?
No.
13. Is a sewer discharge monitoring manhole required, with permanent monitoring equipment?
The sewer design and construction shall meet local and/or federal requirements. The government is not aware of a local or federal requirement for such monitoring equipment.
14. Please confirm toilet fixture counts as given in Section 018100. They are substantially in excess of Code-required fixtures.
Section 018100 1.06.F.1 has been modified to read as follows:
“One (1) men’s restroom containing three (3) sinks, minimum two (2) toilets (preference for three (3) toilets) and three (3) urinals sized to meet current codes and accessible from common area without having to travel through shop areas.”
15. Are the locker room(s) with all included features an option, or just the locker equipment and benches?
Inclusion of a locker room, including lockers is a requirement of the contract. Section 018100 1.06.G.2 has been modified to eliminate “Option 2b” as an option, thereby making it a minimum requirement, as intended.
16. If the locker room(s) are not included in the contract, does this change the authorized building area?
The locker room is a requirement. The authorized building area is not changed regardless of the content and configuration of the building.
17. Please clarify which security-related items are provided by the Government, and which by the Contractor.
Refer to 018100 1.06.O. The contractor is required to provide all security-related items up to and including the card readers and commissioning of the card readers to meet the defined requirements. Government will add employee badges information after the system is commissioned.
Section 018100 1.06.O.1.j was modified to eliminate the second sentence.
18. Please clarify which security-related items are to be installed by the Contractor.
Refer to 018100 1.06.O.2 for contractor requirements.
19. Please clarify which IT/Data infrastructure components are provided and installed by the Contractor, and which by the Government’s Telecommunications Company.
Refer to Section 018100 1.06.P – specifically 6, 7 and 9. The voice and data circuits currently located in the drilling operations trailer will be relocated to the new facility by the telecommunications company – in a coordinated effort led by the contractor (see Section 018100 1.06.P.7.c).
Section 018100 1.06.P.5.d refers to rack and switches which are the only IT/Data infrastructure components provided by the government.
20. For a facility of this size and value, long experience has shown that PV Solar Panels are not cost-effective without tax credits. Please confirm whether or not the Government intends to pursue this option, and if the Contractor is responsible for performing the Life Cycle Cost Analysis required.
The Government is tax exempt. As such, there are no tax credits the Government can benefit from.
21. Amendment 004 question 1 states that Subcontracting Percentage Worksheets shall be included in our Phase I proposals; however, the Proposal Guidelines do not indicate this requirement. Please specify which section of the Phase I proposal the Subcontracting Percentage Worksheet is to be located.
Please include the Subcontracting Percentage Worksheet(s) in Volume II Qualification Proposal.
22. For the design team projects, does the project have to fully be constructed or just the design 100% complete in order for the project to be relevant.
The evaluation factor states “on one (1) to three (3) projects completed within the last five
(5) years similar to the scope, complexity, and magnitude of the requirements under this solicitation”. “Completed” refers to the work performed by the designer, or constructor, or the Design-Build team. For the designer, the answer to the question is no. Just the design would have to be completed.
Additional Clarifications and Assumptions
For purposes of bidding in Phase II the following subsurface soil parameters should be used:
1. The entire site is composed of a lean clay (CL). The top 1 to 2 feet is non-native material or topsoil which transitions to lean clay at approximately 3 feet. The lean clay continues beyond 15 feet in depth. Between 2 and 4 feet the clay is stiff and becomes stiffer with depth at 6 feet the clay is stiff to very stiff.
Note: The facility located east of the parcel over-excavated approximately 3 feet of native material and backfilled with structural fill for foundation support.
2. Assume groundwater is located between 10 and 12 feet below existing ground surface. In late summer/early fall the groundwater is at approximately 10 feet below ground surface.
Note: The facility located east of the parcel has a basement with a sump requiring pumping in the late summer/early fall.
3. Soil Characteristics:
a. Liquid Limit between 36 and 40
b. Plastic Limit between 15.5 and 18.5
c. Unit weight of 100pcf
d. Drained friction angle and cohesion of 10 degrees and 500 psf, respectively
