Solicitation No. R16PS00440 Pleasant Grove Maintenance Building
Amendment 003
The purpose of Amendment 003 is as follows:
1. Post Site Visit Sign in Sheet
2. Post Site Visit Presentation
IMPORTANT INFORMATION
1. All questions pertaining to this requirement are due, in writing, no later than Wednesday May 4, 2016, 12:00 noon (MDT) to lrock@usbr.gov. No questions will be accepted after the due date and time for Phase One: Request for Qualifications. Only questions submitted in writing will be accepted and answered via amendment prior to the solicitation closing date.
2. A Site visit is scheduled for Wednesday April 27, 2016 at 10:00am Mountain Daylight Time.
Please see Solicitation Clause 52.236-27AI for more information.
3. Solicitation Closing Date: Wednesday May 11, 2016 Solicitation Closing Time: 14:00 Mountain Daylight Time
4. Proposals must be delivered to:

CONTRACTING OFFICER” to prevent mishandling.
o Please see Solicitation Clause WBR 1452.215-81 for arrangement of proposals information.
o Any proposals received after the closing date and time will not be accepted.

Pleasant Grove Maintenance Building
• Design the 9,625 SF building and site features
• Incorporate applicable codes and Federal High Performance Sustainable Building requirements (Baseline Design)
• Perform second design to meet Zero Energy Building (ZEB) Requirements.
• Construct the building (either the baseline design or the ZEB) and associated site features on the 6-acre site

• Facility supports two Reclamation Programs:
– Geology and Drilling
– Force Account (In-house construction/maintenance)
• Geology and Drilling
– 10 drillers/drill helpers
– Drilling operation supervisor (1 Office)
– Geology supervisor (1 Office)
• Force Account
– 11 Heavy Equipment Operators/4 Engineering Technicians
– Equipment Operator Supervisor (1 Office)
– Force Account Supervisor (1 Office)
Background (for Consideration in Design)
• Drilling and Construction Operations in the 17- Western States
• Typical Shifts:
– 10 days on 4 days off
– 5 days on 2 days off
– Safety Meetings on first day of each shift (each program independent of the other)
– Staff require computer stations at the beginning and ending of each shift.
• Supervisors are Duty Station PG (will work full time in new facility)

• Property will remain in use during construction
• East “double-wide” will be temporary office space for displaced employees.

• Subsurface Exploration
– Geotechnical Investigation not completed (contractor responsibility)
– Old CCC Camp – Government has seen no evidence of subsurface traces during multiple decades of property use.
– “Surge Tanks” located at south parcel property line (may be used for stormwater runoff – contractor responsibility to verify condition, size, connectivity to city storm drain, etc)
• “Double-Wide” trailers have water, sewer, power, natural gas
• West Property Boundary
– Tree and shrub removal
– Construct new privacy fence

– Design building and landscape to blend with/compliment surrounding area.
