• Certifications expire; check expiration date

• Good Faith Effort (GFE) not submitted; recommend submitting even if you believe you’ve met the goal just in case

• GFE – need to clearly document outreach efforts such as time-stamped emails.

• Bidders not using the available LBSBE registry to identify eligible small business Enterprises

Common reasons a bidder may be deemed non-responsive:

• Not completing all bid items

• Each bid item must have a value other than $0.00. If $0,00 is submitted for a bid item, the bid will be nonresponsive.

• All bid items should reflect the true value of the work being performed for that bid item.

• Leaving “No bid” box checked will return “No bid” for that line item which will make a bid non-responsive

• Not acknowledging all addenda

• Issued addenda will have an acknowledgement signature as a backup in case bidders cannot acknowledge online

• Amendments do not need to be acknowledged but there’s no harm if they are

Common reasons a bidder may be deemed non-responsive:

• Not submitting bond documents

• Submitting copies of bond documents in LB Buys but failing to submit physical copies of notarized bond docs to the City Clerk prior to the bid deadline.

• Original bonds must be mailed or hand delivered before the bid deadline.

• Subcontractor listing

• Failing to submit complete subcontractor information may result in GC responsible for self-performing work intended for subcontract

• Subcontractors must be DIR registered at bid deadline

Common reasons a bidder may be deemed non-responsive:

• Exceeding the mobilization/demobilization limit

• The bid sheet in Division C will specify what percentage of the bid line item totals can be for mobilization/demobilization. Please do not exceed that limit.

• Not meeting the self-performance requirement

• This project requires the general contractor self-perform

5% of the work or project total.

Common reasons a bidder may be deemed non-responsive:

• Division C documents

• Failing to upload/submit Division C documents on LB Buys

• All Div. C documents must be submitted online except for bid bond – notarized original copy must be submitted to the City Clerk

• Not signing in at the mandatory pre-bid conference and/or job walk

• Bid submission issues with LB Buys - Bidders are urged to familiarize themselves with the system ahead of time and reach out to purchasing with questions. Avoid submitting the bid at the very last minute as there may be errors with the submission.
