About this file

This is a contractor quote and associated procurement document for the City of St. Petersburg, Florida, addressing repair and reconstruction of the Maximo Boat Dock. The scope of work includes wreck and removal of the existing dock structure and pilings, installation of new 8-inch tip, 2.5 CCA treated timber pilings (hammer-driven if possible), and construction of a 27-foot-6-inch dock featuring three integrated walkways (5' x 22'-9", 5' x 35', and 5' x 36'-6"). The dock will utilize 2-inch by 10-inch pressure-treated pine framing with stainless steel through-bolts, 2-inch by 6-inch marine-grade radius edge pressure-treated pine decking secured with 316 stainless steel screws, and includes eight piling caps and eight 6-foot FendALL fenders. The broader procurement process requires vendor responses by March 30, 2026, at 3:00 p.m. through the OpenGov Procurement portal, with vendor questions due by March 25, 2026. Qualified contractors must demonstrate a minimum of five years of dock repair experience, hold a marine contractor license, and possess a valid competency license for regulated trades in Pinellas County.

Speeler Companies submitted a base quote of $31,800.00 dated December 9, 2025, with an optional upgrade to 5/4-inch by 6-inch WearDeck composite decking available for an additional $5,664.00. Payment terms require a non-refundable $5,000.00 deposit upon contract acceptance, 33 percent of the contracted price upon permit approval, 33 percent upon material delivery, and the remainder upon work completion. The City requires minimum insurance coverage of $1,000,000 in commercial general liability per occurrence and $2,000,000 aggregate, with a public construction bond equal to the full contract amount required prior to work commencement. The quote explicitly excludes permit fees (added at actual cost), handrails, benches, and piling wrap installation; piling wrap is strongly recommended due to marine worm problems in Pinellas County but remains the responsibility of the property owner. A one-year warranty covers all materials and labor upon substantial completion, with all punch list items to be addressed within thirty days. While no mandatory small business enterprise set-asides apply, the City encourages voluntary subcontractor utilization plans, with maximum subcontracting limited to 80 percent of total contract value and first or second-tier subcontractors only.

SIGNED CONTRACT.

_________ 1) Contract price DOES NOT include any permit fees. Permit fees will be added to final invoice at actual cost.

_________ 2) Speeler Companies work is complete, and payment is due even if the utilities or permit inspections are not complete.

_________ 3) Payment is to be made by check or credit card. If paying by credit card, there is a 3.5% convenience fee for this option.

_________ 4) It has become evident that there is a serious marine worm problem in Pinellas

County. Speeler Companies strongly recommends that all piling be wrapped by others to help prevent damage to the piling. It is important to note that the cost of piling wrap is not included in the contract. It is the homeowner’s responsibility to contract and schedule for piling wrap if desired. As a convenience to the homeowner, Speeler Companies has provided the names two (2) companies on attached reference sheet who perform this type of work. In no way does

Speeler Companies guarantee any company listed or the piling wrap process.

Homeowners should determine the best course of action.

_________ 5) I have reviewed the print for the dock and/or boatlift and acknowledge the specifications such as the location on my lot, size, and elevations.

_________ 6) I acknowledge that all dimensions are approximate and may vary due to construction materials and trimming. For example, a 48” walkway may be +/- 44” to 46” wide after trimming, and this is normal industry standards.

_________ 7) If a survey becomes necessary for any reason, even if after the dock construction is complete, the survey will be performed at the homeowner’s cost. If my lot is irregularly shaped(converging lot lines, curved seawall, etc),or if required by my municipality, I must provide a legible copy of a lot survey before the permitting process can begin.

Approval can be provided to leave in place during construction but will need to be reviewed by Speeler on a case-by-case basis.

_________ 11) Speeler Companies is not responsible for any utilities. It is the homeowner’s responsibility to contract and schedule for all electrical and plumbing work. Contract price does not include any utilities.

_________ 12) All electrical components that come with a lift will be stored at Speeler

Companies until the authorized electrician or the customer signs a release form to obtain them.

_________ 13) Standard residential dock handrail and bench height is +/- 31”. If custom height is desired, Speeler can provide pricing upon request.

_________ 14) At the time of installation, the cables for a boatlift are cut and installed in accordance with the water depth and the contour of the soil below the lift. If any dredging or “blowing out” of the slip is going to take place, please inform us before we install your boatlift so that the cables are cut at the correct length. Any change to the cable length after the boatlift is installed, for any reason, will be at the expense of the customer.

_________ 15) If voltage supplied to lift does not meet the recommended voltage, additional charges could apply. Please note that this typically does not apply to single family homes. This typically applies only to high speed lifts at condos and marinas. Please consult your licensed electrician to confirm proper voltage supply.

_________ 16) The tides in Pinellas County can vary greatly between high tide and low tide, or at certain locations within the County. I acknowledge that there may be certain times when the tide is too low to operate a boatlift and this is due to no fault of Speeler Companies Speeler Companies makes no guarantees that the boatlift can be used at all times.

_________ 17) Speeler Companies does not offer a boatlift remote system with an auto-run feature. It is not advised to have this option installed and could lead to potential issues when operating boatlift. If Neptune Boatlift is purchased from Speeler, the boatlift remote will require the button to be held down in order to operate the lift.

_________ 18) If a new boatlift is being installed, Speeler Companies has included the first boat pickup to put the boat on the lift for the first time in order to make minor adjustments to the bunks and set the limit switch. Please call the Main Office at

727-535-5735 to schedule prior to putting boat on lift. Please give as much notice as possible for any boat pick as we do need to coordinate our tech’s schedule accordingly. Please note that full payment is due even if 1st boat pick or installation of boatlift accessories is not yet complete.

_________ 19) Speeler Companies has noted a high level of stray electrical current(both naturally occurring and man-made) in the saltwater surrounding some areas of

Pinellas County. It is recommended that, at the time of lift wiring, or shortly after, an electrician measure the level of stray current to determine if a Zinc Kit &/or a

Complete Disconnect Switch is necessary for your boatlift. A Zinc Kit &/or a

Complete Disconnect Switch can offer much needed protection against the electrolysis that can occur to a lift when exposed to this stray electricity.

Electrolysis and corrosion are not considered a manufacture’s defect and will not be warrantied. A zinc kit is always supplied with a single/dual piling Neptune lift;

however, they are optional on four and eight piling boatlifts. A zinc kit and/or a complete disconnect switch is not necessary on most boatlifts but can be added for an additional charge.

_________ 20) Contract includes 304 stainless steel framing bolts and 316 stainless steel decking screws. 304 SS bolts have been known to “brown” but are stronger than 316 SS bolts. 316 SS bolts are available at an upgraded price if there are concerns about this “browning”.
