About this file

This Quote and Price Form is associated with Invitation for Bid (IFB) #25-S-029 issued by the Washington Convention and Sports Authority, operating as Events DC, for the replacement of damaged Special Lite Meeting Room Doors at the Walter E. Washington Convention Center in the District of Columbia. The solicitation requires qualified contractors to provide and install 80 Special-Lite SL-19 Wood Grain Hybrid FRP doors in Dark Maple finish, 80 electrified Von Durpin 99 CRP door hardware units with electrified function, and 40 Special-Lite aluminum tube door frames, along with complete installation and integration with the facility's access control system. Bidders must submit firm fixed costs for each material item and fully loaded hourly rates across seven labor categories: Project Manager, Security Systems Project Manager, Door and Hardware Specialist, Technician, Electrician, Fire and Life Safety Inspector, and Carpenter. The contract term extends through September 30, 2026, with four optional one-year renewal periods. Written questions were due by March 23, 2026, and completed electronic bid responses were required by April 9, 2026. Work must be performed during standard business hours (8:00 AM to 5:00 PM EST, Monday through Friday) and coordinated with the Contracting Officer's Technical Representative.

Pricing shall be submitted on an F.O.B. Destination basis and exclude all federal excise taxes, District of Columbia sales and use taxes, and Maryland sales tax, as Events DC is exempt from these levies. Evaluation will be conducted on a lowest aggregate price basis across the full contract life. This solicitation is restricted to District of Columbia Department of Small, Local, and Business Development (DSLBD)-certified business enterprises, with preference points available for qualifying small business enterprises, resident-owned businesses, longtime resident businesses, local business enterprises, disadvantaged business enterprises, veteran-owned businesses, local manufacturing businesses, and equity impact enterprises, totaling up to 12 preference points on a 100-point evaluation scale. For contracts exceeding $250,000, a minimum of 35 percent of contract value must be awarded to certified small or business enterprises. For contracts exceeding $300,000, the First Source Employment Agreement requires that 51 percent of hired persons be District of Columbia residents. All work is subject to prevailing wage requirements under Service Contract Act wage determinations effective June 27, 2022, with minimum wages of $15.00 per hour or the applicable wage determination rate, plus health and welfare benefits of $4.80 per hour. Contractors must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), umbrella liability ($5,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), workers' compensation at statutory limits, and errors and omissions coverage ($5,000,000 per claim/$5,000,000 aggregate).
