About this file

This document contains questions and answers related to Solicitation S#10000-00006578, an Request for Applications (RFA) issued by the state of Oregon for an Independent Living Program (ILP) fee-for-service model. The RFA aims to provide children and young adults who have experienced the foster care system, or are expected to age out of it, with the knowledge, skills, and ability to transition successfully to self-sufficiency and adulthood. The RFA allows organizations to apply to provide ILP services in specific districts, but they cannot bid on only a portion of the total slots for a district. The RFA requires references from current and former clients served within the last three years, and the evaluation criteria includes assessing the applicant's data management services. The state intends to award more than one contract per district to ensure statewide coverage, and the selected providers will be expected to collaborate on regional group events.

The budget for the ILP services includes funds for leadership stipends, experiential learning activities, and flex funds, which are to be considered in the applicant's budget request. The RFA also includes separate funds for state-approved experiential learning activities and attendance at state-sponsored meetings and trainings. The total not-to-exceed (NTE) amount for the Lane County service area is provided in the RFA.

Questions for Solicitation S#10000-00006578

1. Can an organization apply to only provide ILP+ in a specific area/district?

No

2. Could a provider apply with a subcontractor to provide the ILP+ component?

No, ILP+ is a flexible component of ILP services based on a young person’s need, not a separate body of work or stand alone service. Please reference the RFA for those needs/circumstances.

3. Can any data be provided on the number of youth, by age (especially the new 14-15 age-range that is included), that are anticipated to be eligible by district?

The YSM for each district includes the anticipated 14-15 age population

4. Can you confirm that an organization can bid on a portion of total slots for a district (as opposed to being required to bid on all slots for each district for which they apply)?

Yes, an organization should only bid for the total slots they are capable of serving for the entire eligible population and entire scope of services within a district/service area.

5. Can you clarify if adult volunteer mentors, Peer Specialists and community-based child development supports are all required positions under this contract?

No

6. Page 30, section 5.2.10, Attachment G References: this section describes references as “current and former clients within the last three years”. Do you want references from youth served ONLY or other entities we may have contracted and/or otherwise collaborated with?

Yes, “the references must be current and former clients within the last three years. References must be able to verify the quality of previous Work related to Scope of Work in Section 3”.

7. The evaluation criteria (5.3.5) on page 39 for Attachment G References (6.3.5) asks, “How well do the References provided by the Applicant demonstrate the provision

Applicant’s data management services?”

Can you please help me understand the connection between the questions posed in

Attachment G and the provision of data management services?

Please see Amendment #2.

9. Can you confirm that an organization can bid on a portion of total slots for a district (as opposed to being required to bid on all slots for each district for which they apply)?

Yes, an organization should only bid for the total slots they are capable of serving for the entire eligible population and entire scope of services within a district/service area.

10. Are they all youth or can they be an agency or combo?

Yes, they are all young people served within the last three years, “the references must be current and former clients within the last three years. References must be able to verify the quality of previous Work related to Scope of Work in Section 3”.

11. I understand the intent is to award more than one contract per district.

The intent is statewide coverage for all service areas and to have at least one provider/contract per service area. An organization should only bid for the total number of young people they are capable of serving.

12. Will they both be providing all the same services or does DHS intend to break it up (by youth age or other category) so there less duplication of services?

Yes, they will be providing all the same services. If there is more than one provider/contract per service area, the only thing divided is the number of youth served by provider.

13. How will the two providers be expected to collaborate?

As noted in the RFA, contractors should coordinate for regional group events when possible.

14. Are the funds for leadership stipends, experiential learning activities and flex funds part of the contract budget we are requesting or are those separate funds we access from the state. Are sections A through G included in the budget request or outside of the NTE amount for Lane

County?

The budget sheet took all amounts into consideration. The Flex and Leadership funds do not require prior approval. The Experiential Learning and State Meeting funds require prior approval to expend the funds. The Applicant should consider how much support they will need for the activities they will offer the young people served. How many leadership opportunities do they plan to offer or support youth in, what type of experiential learning activities do they anticipate providing and what are their projected costs, will they be offering any type of incentive using the Flex funds, do they plan to attend Youth Transitions supported functions/events or send staff to approved trainings using the State Meeting funds? Those are all costs which should be associated with the budget projections for this RFA.
