About this file
This document is a Questions and Answers compilation for the Temporary Nursing Care Provider Agencies RFP 5465 issued by Oregon Health Authority (OHA) through OregonBuys, Bid No. S-443300-00003706. The RFP seeks temporary nursing staffing services for Oregon State Hospital, a psychiatric treatment facility, with service commencement anticipated for October 1, 2022. The staffing requirements include 50 Registered Nurses (RN), 20 Licensed Practical Nurses (LPN), 50 Mental Health Treatment Technicians (MHTT), and 10 Mental Health Security Technicians (MHST), distributed across Salem Campus (40 RN, 15 LPN, 40 MHTT, 8 MHST) and Junction City Campus (10 RN, 5 LPN, 10 MHTT, 2 MHST). Positions are full-time at 40 hours per week with standard 8-week assignments and extensions as needed. Multiple awards are anticipated with no limit on the number of vendors selected. Proposers are not required to bid on all positions and may omit positions they cannot support. Vendors must be authorized to conduct business in Oregon prior to contract execution, though Oregon Business Registry certification is not mandatory at proposal submission. Assignment of work among awarded vendors will follow Section 2.4.3 protocols outlined in the RFP document.
The estimated annual budget for this contract is approximately $36 million, reflecting current spending levels that are expected to remain consistent. The contract represents a rebid of existing services currently provided by five vendors; however, information regarding incumbent vendors and their rates must be obtained through formal public records requests. The RFP does not include mandatory disadvantaged business subcontracting goals. Pricing proposals should include standard hourly rates only for full-time positions with a minimum of 40 hours per week guarantee; crisis rates and per diem rates are not requested. Orientation time is set at 80 hours at half bill rate and cannot be reduced per Oregon State Hospital policy. Key areas for improvement identified by OHA include request fulfillment, communication, and billing accuracy. Vendors will not be responsible for providing supplies or equipment, and Oregon State Hospital will provide paper timecards for employee time tracking. Performance will be reviewed monthly with potential penalties including reassessment of vendor ranking or contract termination for failure to meet reporting metrics.
