About this file

This document is an Addendum to Invitation to Bid (ITB) 200039C001 issued by the Oregon Military Department Joint Force Headquarters, Oregon National Guard Installations Division for the Baker City Armory Roof Replacement project. The project involves the complete removal and replacement of approximately 26,200 square feet of existing roofing at the Baker City Armory in Baker City, Oregon. The work includes removing and replacing the existing membrane roof areas, parapet cap, flashing, and installing new flex boots on fall protection supports and roofing penetrations. The bidder must include a $50,000 owner's contingency in their base bid. The addendum provides clarifications and changes to the scope of work, pricing submittal form, and responses to bidder questions. Alternate bids are requested for adding new standing seam metal roofing on parapet walls over 36 inches in height, and a deductive bid for maintaining the existing coverboard. Unit pricing is requested for additional insulation/coverboard replacement and wood backing board replacement.

The pricing submittal form provides instructions for the base bid, alternate bids, and unit pricing. The base bid must include a 20-year manufacturer's warranty and a 2-year contractor workmanship guarantee. All work must be completed by June 30, 2023. The contract will be awarded to a single contractor, and no set-asides or incumbent information is provided.

SUBJECT: Addendum 1 to ITB 200039C001 – Baker City Armory Roof Replacement

TO ALL PROSPECTIVE BIDDERS AND ALL OTHERS CONCERNED

1. The changes, clarifications, omissions, additions, and alterations in, on, and to the solicitation information and specifications shall apply to the bids submitted for and to the project indicated above. Except as modified by this

Addendum, all of the terms and provisions of the Invitation to Bid (“ITB”) for the above listed project remain in full force and effect. This Addendum Number 1 supersedes all previous instructions pertaining to the items listed:

CHANGES TO ITB

2. Changes to ITB: The following changes are made to the ITB. (Where applicable, additions are indicated with bold and underlined and deletions are indicated by strikethrough).

A. The following changes are made to Attachment A Statement of Work

Revise SW-3 Principal Features item 3 b. to read as follows

3 b. Work includes all of the existing membrane roof areas and parapet cap, flashing and the like to be removed and replace with new. All installed items are to be NEW meeting manufactures installation requirements. DO NOT REUSE OLD MATERIALS OR FASTENER SLATED FOR

REPLACEMENT UNLESS SPECIFICALLY AUTHORIZED BY THE OWNER.

Revise SW-3 Principal Features item 3 i to read as follows

3 i Install new flex boots on all the fall protection supports and applicable roofing penetrations, including but not limited to roof penetrations on both the membrane and metal roofing systems.

Add the following to SW-3 Principal Features as item 3 o

3 o Remove & dispose of the abandoned in-place ductwork at approximate grid lines G11 – H11, that served the former indoor firing range. Provide louver or other Owner approved insulated metal cover to make a weathertight barrier to protect building structure from moister intrusion at ductwork penetration to building.

B. ITB Exhibit 1 Pricing Submittal Form is deleted in its entirety and replaced by Exhibit 1 Pricing Submittal

Form Addenda 1 Version attached to this Addendum as Attachment 1. Bidders must use this Pricing

Submittal Form with their bid submission.

C. Formal responses to questions received:

1. There was some talk during the walk regarding coating the narrow roofs below the metal roofing. Is that an acceptable roofing system for that location? What coating system would be acceptable?

Silicon? Polyurethane?

ITB 200039C001 Addendum 1 Page 2 of 6 o Secondarily, if the coating is approved, metal coping at metal roof will remain. Color won’t match coping that gets replaced.

RESPONSE: 1) No coating system has been approved at this time. Bidders should assume work will be a like-for-like replacement in these areas.

2. Is the owner responsible for removal/reinstalling heat cables?

RESPONSE: 2) Bidders should assume responsibility removal/reinstallation of downspout heating cables.

3. Will the re-aiming of the satellite dish be by owner?

RESPONSE: 3) Bidders should assume responsibility for removing and reinstalling satellite dish in same location and orientation as existing. Owner will recommission and establish digital connection upon completion. Bidder/contractor shall coordinate removal of all wired and wireless communications systems before removing from service.

4. Is there any work required at the metal roof?

RESPONSE: 4) Metal roof work is limited to only that work necessary to ensure a complete and weathertight roofing system. It is understood that removing the mechanically seamed metal roof will not be practical in most instances.

5. ITB SW-3.f refers to an ice and water shield. Where does this occur if we are only removing to the insulation?

RESPONSE: 5) Ice and water-shield should be installed where existing membrane and insulation are damaged and needs to be replaced, and along perimeters and parapet walls where the substrate has been exposed as part of the Work under new parapet cap and flashing locations.

6. Is the coverboard mechanically fastened?

RESPONSE: 6) Bidders should assume the coverboard is mechanically fastened and where replaced the new coverboard should be installed as required by manufactures recommendation or in a similar manner as existing coverboard is installed.

7. Is there a background check required specific to this project?

RESPONSE: 7) No background checks are required for personnel working on the project.

However, all personnel should be equipped with compliant photo identification.

8. Is it acceptable if the project cannot be started before November? Material lead times may push the project out several months from award.

RESPONSE: 8) Ideally the project would be completed before winter weather. However, all work must be completed and final invoicing must be submitted before June 30, 2023.

Additional Note: The Owner is carrying a contingency for issues that may arise or potential betterments offered during the work with the goal of resolving identified leak locations throughout the entire roofing system.

3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum on

Section H, (2), (a) of the ITB, the bidder agrees they have read and understood the above mentioned changes and have incorporated those changes into their bid.
