About this file

This is a Questions & Answers Report for Request for Proposal (RFP) No. 2026-08-651 issued by McKinney Independent School District (MISD) in Texas for comprehensive student transportation services. The RFP solicits proposals for home-to-school and school-to-home transportation, special education transportation, campus shuttle services, extracurricular activity transportation, and related operational support. Current operations include approximately 99 regular education routes, 57 special education routes, and 12 passenger van routes served by approximately 120 drivers and 60 bus monitors. The District operates an early childhood midday transportation program and Gifted and Talented shuttle routes. Site visits were available on September 28, 2026, and October 12, 2026, from 11:00 a.m. to 12:00 p.m., with registration required by September 25, 2026. A pre-proposal meeting was held on September 15, 2026. The proposal response deadline was October 16, 2026, at 2:00 p.m., with a public opening held at that time where proposer names and total proposal pricing were announced. The contract term is five years with the District intending to transition to ownership of the primary operating fleet through the acquisition of approximately 96 buses during the initial contract term, contingent on bond approval for November 3, 2026.

Proposers must submit a proposal bond, certified check, or cashier's check equal to 5 percent of the annual home-to-school base cost. The current contractor is Durham School Services. The District will provide the transportation facility rent-free and is responsible for utilities, custodial services, major facility repairs, and grounds maintenance. The contractor must provide all other operational resources, including internet and telecommunications services, shop equipment, computers, furniture, tools, and maintenance vehicles. The District currently provides video camera systems (Armor Cloud) on 48 District-owned buses and will provide the annual licensing and subscription costs; the contractor is responsible for maintaining these systems and providing camera systems on contractor-owned vehicles. Current staffing includes approximately 10 open bus monitor positions and experiences an average of 6 to 8 driver absences and 2 to 3 monitor absences daily. The two greatest operational challenges identified are driver attendance and student behavior. No liquidated damages were assessed against the incumbent contractor in the past three years, and the performance incentive program referenced in the RFP is a new initiative. Proposers should assume existing staff will be continued at comparable compensation levels, though the District does not provide specific payroll or benefits data for current employees.

8. Long term fleet transition

Sep 9, 2026 5:44 PM

Question: The RFP states that MISD's long-term objective is to transition toward District ownership of the primary operating fleet and that Contractor-owned vehicles are expected to be phased down as additional District-owned vehicles become available. Please provide MISD's anticipated fleet acquisition plan and projected annual allocation between District-owned and Contractor-owned vehicles for each year of the initial five-year contract term. Specifically, please identify the estimated number of route buses, special education vehicles, activity buses, and spare vehicles expected to be District-owned versus Contractor-owned by contract year.

At this time, MISD has not established a year-by-year allocation of District-owned versus Contractor-owned vehicles by vehicle category. The District intends to work collaboratively with the selected Contractor to determine the most appropriate mix of route buses, special education vehicles, activity buses, and spare vehicles to be purchased each year based on operational needs, service requirements, fleet condition, and student transportation demands.

The proposal security must be mailed or delivered in a sealed envelope to the McKinney ISD Purchasing Department prior to 2:00 p.m. CST on October 16, 2026. This shall be considered as the amount of liquidated damages, which the District will sustain, by failure or refusal of the proposer to execute and deliver the services specified in this RFP should the proposal be awarded to the proposer. If the proposer defaults in executing and delivering the services specified in this RFP within 10 days after written notification from the District of the award to the proposer, then the proposal security shall become the property of the District, not as a penalty, but as liquidated damages, as payment for damages due to excess costs, delay and other inconveniences.
