About this file

This is an Evaluation Quantity Scenarios document for Request for Proposal #2026-08-651 issued by McKinney Independent School District (MISD) in Texas for comprehensive student transportation services. The document establishes baseline service volumes across two evaluation scenarios to enable proposers to submit comparable cost proposals. Scenario A represents an Initial Hybrid Fleet model with mixed District-owned and Contractor-owned vehicles, while Scenario B represents a District-Owned Fleet model with all vehicles owned by MISD. The evaluation quantities include Regular Education services (12,040 District-owned vehicle days and 6,192 Contractor-owned vehicle days in Scenario A; 18,232 District-owned vehicle days in Scenario B), Specialized transportation services (7,396 District-owned and 2,580 Contractor-owned vehicle days in Scenario A; 9,976 District-owned vehicle days in Scenario B), Excess Platform Hours for both Regular Education (8,500 hours) and Specialized services (8,300 hours), Bus Monitor/Aide Hours (60,000 hours), and Midday/Shuttle services (2,900 District-owned and 1,000 Contractor-owned hours in Scenario A; 3,900 District-owned hours in Scenario B).

The quantities provided are estimates for evaluation purposes only and do not constitute guaranteed contract volumes or commitments by MISD to purchase any specific service level. Actual contract payments will be based solely on authorized services actually provided at applicable contract unit rates as established in the cost proposal. The evaluation framework assumes 106 Regular Education vehicles and 58 Specialized vehicles operating over 172 school days, with the contractor ownership percentages varying between scenarios to allow MISD to compare the financial implications of different fleet ownership models. This dual-scenario approach enables the District to evaluate total cost of ownership and operational efficiency under both hybrid and fully District-owned configurations.

Request For Proposal #2026-08-651 Title: Student Transportation Services

Evaluation Quantities. The quantities below are estimates provided to give Proposers an approximate indication of the service volume represented by each evaluation scenario and to establish a common, apples-to-apples baseline for comparing Cost Proposals. The quantities are provided solely for evaluation purposes and do not constitute guaranteed Contract quantities or commitments by MISD to purchase any particular volume of service. Actual Contract payments will be based on authorized services actually provided at the applicable Contract unit rates.
