About this file

This is a pre-proposal agenda document for McKinney Independent School District (McKinney ISD) in Texas for Request for Proposal RFP2026-08-651 concerning comprehensive student transportation services. The District seeks proposals for home-to-school and school-to-home transportation, special education transportation, campus shuttle services, and extracurricular transportation across approximately 109 square miles. The non-mandatory pre-proposal meeting was held virtually on September 15, 2026, at 3:00 p.m. via Microsoft Teams. The question submission deadline was September 22, 2026, at 10:00 a.m. CST, with site visits to the transportation facility available on September 28, 2026, or October 12, 2026, between 11:00 a.m. and 12:00 p.m. Proposals are due October 16, 2026, at 2:00 p.m. CST through the OpenGov Procurement Portal. Anticipated presentations and interviews are scheduled for November 19-20, 2026, with Board consideration on December 14, 2026, and anticipated award on December 15, 2026. The initial contract term runs from July 1, 2027, through June 30, 2032, with one optional five-year renewal from July 1, 2032, through June 30, 2037. Transportation services are anticipated to begin during the 2027-2028 school year with transition and implementation commencing July 1, 2027.

The District operates approximately 227 active routes with combined daily mileage of 11,855.50 miles, serving a projected enrollment of 23,889 students in 2026-27. Current operations include 172 bus drivers, 56 monitors, 11 passenger-van drivers, and approximately 85 District coach drivers, supported by a mixed fleet of approximately 180 buses and vans. Cost proposals must differentiate pricing by service category (Regular Education, Specialized Transportation, Bus Monitor services, Midday Shuttle services, Athletics/Field Trips) and by vehicle ownership model (District-owned versus Contractor-owned buses). The District provides fuel while the Contractor supplies other vehicle fluids and lubricants. The incumbent contractor is Durham School Services. Proposers must submit a proposal bond, certified check, or cashier's check equal to 5 percent of the annual home-to-school base cost. No set-asides, preferences, or local-vendor requirements apply. The District owns and controls all transportation data and intends to transition toward District ownership of the primary operating fleet over time.
