About this file

This is a Bid Questions and Answers document for the Nevada Health Authority's Request for Qualifications (RFQ) for Health Care Purchasing, Procurement, and Market Analysis Services. The RFQ seeks qualified consultants and consulting firms to establish a pool of up to three contract vendors providing expert services across two primary project categories: Expert Procurement and Purchasing Services for Health Care Coverage Programs, and Expert Actuarial and Economic Modeling Services. The services cover Medicaid, the Public Employee Benefits Program, and the Exchange Marketplace, with vendors permitted to specialize in specific markets. Vendors may submit one consolidated proposal addressing both project types with clear delineation between projects. The RFQ was released on October 17, 2025, with proposals due by November 19, 2025, at 2:00 PM PST. No bidder's conferences or site visits are mentioned. In-person presentations are not anticipated, though virtual presentations may be required. The anticipated contract term is four years beginning in January 2026. Each awarded vendor's contract will have a maximum dollar value established during negotiation with the Department.

The cost proposal is submitted for informational purposes only and is not scored; vendors must provide detailed cost schedules including hourly rates for consulting policy experts, actuaries, economists, and team members using a template provided by the State. No specific budget range or contract value is disclosed prior to proposal evaluation and negotiation. This is a new requirement generated from Nevada Senate Bill 495, with no incumbent contractor currently in place. Vendors must comply with strict requirements including U.S.-based personnel only (no offshore access to State data), appropriate skill level staffing without overreliance on junior or senior staff, professional liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, and HIPAA compliance. Subcontractors must obtain Nevada Business licenses and may be added to subsequent task orders with State approval. The Division will issue solicitations to qualified vendors based on specific project scopes of work, with task order awards determined by criteria relevant to each project's requirements.
