About this file

This is a Cost Schedule document for Request for Qualifications 41NHA-S3529, issued by the State of Nevada Purchasing Division through the Nevada Health Authority, outlining compensation structures for health care purchasing, procurement, and market analysis services. The solicitation seeks qualified consultants for two primary project categories: Expert Procurement & Purchasing Services for Health Care Coverage Programs and Expert Actuarial & Economic Modeling Services. Project Type #1 encompasses seven key deliverables including a current coverage assessment ($150,000 one-time), state purchasing strategy development, expert technical assistance on leveraging buying power across multiple markets, support for establishing procurement processes, project management, development of stakeholder engagement materials, and additional consulting services as needed. Project Type #2 focuses on expert actuarial and economic modeling services, including comprehensive assessments of departmental proposals, recommendations for addressing identified impacts, and additional modeling services as requested. The RFQ was released on October 17, 2025, with proposals due by November 19, 2025, at 2:00 PM PST, and the anticipated contract term is four years beginning in January 2026, covering services for Medicaid, Public Employee Benefits Program, and the Exchange Marketplace.

The cost schedule establishes that Project Type #1 tasks are billed on an hourly basis with example rates of $150 per hour for initial assessment work and 275 hours annually at $150 per hour for technical assistance ($41,250 per period or $165,000 over the four-year term), though vendors must submit their own professional hourly rates for various staff levels. Project Type #2 compensation is structured similarly with hourly rates to be proposed by vendors, and vendors must provide detailed cost schedules listing professional titles and hourly rates for all staff who will work on the project. The contract is structured on an "as-needed" basis with no guaranteed utilization, and each awarded vendor will receive a maximum dollar value contract with compensation terms established by the Department. No specific budget ceiling is stated in the cost schedule, and vendors must comply with rigorous insurance requirements including Commercial General Liability coverage of $2,000,000 aggregate and $1,000,000 per occurrence, with insurers licensed in Nevada and holding an A.M. Best rating of at least A-VII. The solicitation does not explicitly outline set-aside designations for disadvantaged enterprises, and no incumbent vendors are mentioned.
