Project Overview
The State of Nevada Purchasing Division, on behalf of the Department of the Nevada Health Authority (Department) is seeking proposals from qualified vendors to establish a pool of consultants and consulting firms to: (1) support the development of a state purchasing strategy for public health care programs and the marketplace in Nevada; (2) provide expertise and technical assistance on options for leveraging the state’s buying power with carriers across multiple markets; (3) economic and actuarial modeling of market options and purchasing strategies to support state decision-making; and (4) complex health care procurement material drafting and actuarial services on an on-call or per project basis as described in the scope of work and attachments. Actuarial services provided will require compliance with applicable Actuarial Standards of Practice (ASOPs).
The State intends to award up to three contracts for each of the two project types as described in the Scope of Work (SOW) in conjunction with this Request for Qualifications (RFQ), as determined in the best interests of the State. The Department shall administer contract(s) resulting from this RFQ. Awarded vendors may vary by project type. The resulting contract(s) are expected to be for a contract term of four (4) years, subject to Board of Examiners’ approval.
Vendors have the option of limiting the availability of their health care economic and actuarial services to a specific project or line of business (i.e. Medicaid, Public Employee Benefits Program, or the Exchange Marketplace). Any limitations or restrictions of services and expertise by marketplace or project must be clearly identified in the vendor’s response.
Any specific project described in this request will include the required services and any additional minimum qualifications/requirements that must be met by vendors to be considered for selection.
Each awarded vendor will be contracted to perform the necessary services on an “as needed” basis. The contracts will not guarantee utilization but will set down all other necessary specifications for the performance of the services required.
Vendor proposals should include a description of relevant experience with state government and private sector clients. Proof of the experience of all proposed subcontractors must be provided.
The narrative must thoroughly describe how the vendor has supplied expertise for similar contracts and must include the extent of their experience, expertise and knowledge in performing actuarial services, economic modeling, market impact analyses, and state procurement or purchasing strategies related to health care projects the vendor is responding to.
The vendor’s proposal must indicate how many states the vendor’s staff have successfully assisted with similar projects related to services described in the scopes.
The vendor’s proposal should describe at least two project successes that provided the services listed in this RFQ for states.
The vendor’s proposal should describe staff expertise, experience and availability to perform contracted services, as well as staff credentials.
Nature of the Contracts: Health Care Purchasing, Procurement & Market Analysis Services
Each awarded vendor’s contract will be written for a maximum dollar value.
An awarded vendor’s selection by the State and subsequent executions of a contract bears no commitment by the State to use the services of that vendor during the contract term.
When the need for contract services arises, the Department may select any number of awarded vendors to receive a brief description of the service needed to submit a cost proposal; the Department will then choose the contracted vendor they deem most appropriate for the project and issue a work order document.
Any document, material, or other information acquired by the awarded vendors for assigned work performed for the division are the property of the state and shall be turned over to the division upon request.
Upon reasonable notice, awarded vendors must be available for meetings with Department staff and/or other relevant parties. It is preferred for awarded vendors to attend meetings remotely via videoconference.
Characteristics required for successful vendors:
Understanding of State and Federal requirements for Medicaid, the Exchange Marketplace, and Public Employee Coverage Programs.
Extensive knowledge of and experience in state purchasing and contracting strategies and drafting of procurement materials for health care coverage programs that allow states to leverage their buying power to obtain better value from participating carriers or other types of vendors.
Successful experience in advising states or clients on how best to align health care provider network requirements and value-based strategies across markets to achieve improved outcomes, increased administrative efficiencies, and reduced provider burden.
Expertise and experience in defining and developing (directly or through a subvendor) actuarial and market-impact analyses and economic modeling and using the results to guide state decision-making for various market reforms to health insurance programs.
Extensive experience or expertise in conducting similar projects or activities for states related to the projects and goals of this request.
Strong professional standards and reputation for quality work and successful outcomes for clients.
Cost: Cost statement or schedule must be returned with your response that includes a detailed accounting of hourly rates for consulting policy experts, actuaries, economists, and other team members assigned to the project for each of the two project scopes of work provided in this request.
Compensation and Billing:
The Department reserves the right to establish the dollar value for each contract. An awarded vendor's contract shall in no way represent a commitment to the awarded vendor for services or compensation.
All invoices shall be submitted timely by the Contractor for approval from the Department. The Department will review and respond to the Contractor within ten (10) business days if clarification regarding the invoice is needed prior to payment.
The Contractor’s final invoice for each project must clearly indicate "FINAL INVOICE." The final payment shall not be paid by the State until the final report or deliverable for the project is received and accepted by the Department.
For Services Billed to the Department:
Upon review and acceptance by the State, payments for invoices are normally made within 30 - 45 days of receipt, providing all required information, documents and/or attachments have been received.
The Contractor shall not add any additional costs other than those in the Department’s approved Task Order without prior written approval from the Department Director.
Hourly rates shall be all inclusive and are not reimbursed for travel expenses.
Any work product submitted by the vendor deemed by the Director of the Department to be unusable for the purpose under which it was commissioned, shall not be billable under this contract. Approval of work product shall not be withheld unreasonably.
Pursuant to NRS 227.185 and NRS 333.450, the State shall pay claims for supplies, materials, equipment, and services purchased under the provisions of this RFQ electronically, unless determined by the State Controller that the electronic payment would cause the payee to suffer undue hardship or extreme inconvenience.
