About this file

This document is a Questions and Responses record for RFQ-S-10700-00006606, issued by the State of Oregon Department of Administrative Services (DAS) for fire and security alarm monitoring services across state-owned buildings in the Central, North, and South Area Regions. The RFQ solicits monitoring services for multiple facilities equipped with NX-8 alarm panels that communicate through Contact ID format via mixed communication venues including phone lines, cell, and AES radio. The contract is scheduled to commence on July 1, with the winning bidder responsible for one-time initial setup and programming of monitoring from building system signals. If the winning bidder differs from the incumbent contractor, DAS will schedule a transition meeting at contract kickoff to develop and confirm transition procedures. The RFQ indicates that contractor selection and transition planning will occur prior to service commencement.

The incumbent service provider is Salem Fire Alarm, which currently provides both monitoring and all service and repair functions for the fire and security alarm systems. The State of Oregon will use its own Department of Justice-approved contracts and does not sign vendor contracts; all vendors must comply with state statutes and rules. If additional equipment or system modifications are required during the contract term, the contractor will provide cost quotes and DAS EAM will issue purchase orders for equipment, parts, and installation. For service and repair calls unrelated to monitoring, DAS EAM will follow procurement guidelines to secure appropriate service technicians, as this contract covers monitoring services exclusively. The state is in the process of updating all buildings to cell communications infrastructure pending budget availability and scheduling.

Questions and Responses for RFQ-S-10700-00006606 Fire and Security Alarm Monitoring Services for State of Oregon DAS Owned

Buildings in the Central, North and South Area Regions

1. Will you be willing to sign our monitoring contract, or will we be required to sign your contract? Please see our blank contract attached. State of Oregon uses their own contracts with terms and conditions approved by our Department of Justice using Oregon’s statutes and rules in our contracts. Unfortunately we don’t sign vendor contracts. Vendors are going into a contract with the State. Therefore, we will use our State approved contracts.

2. Are the panels locked out? Do you have access to the codes to unlock them? There is no arming codes needed, as the zones are 24HR. There is an arm/disarm code used to silence alarms and troubles. There is also a programming code.

3. Can the panels communicate through Contact ID format? Yes, the NX-8 panel can communicate through Contact ID.

4. I see service is to start July 1. Do you have a transition plan? If the winning bidder is different than our current contractor, we would schedule the transition at the contract kick off meeting and develop the plan for transition and confirmation. The RFQ does state that “Contractor shall provide one (1) time initial set up and programming of monitoring from the signal provided by the buildings’ system(s), if applicable.”

5. Do you want validation of the system at each site to confirm the signals are coming through?

This would be the same as the above question, if the winning bidder is different than our current contractor, we would schedule the transition at the contract kick off meeting and develop the plan for transition and confirmation. The RFQ does state that “Contractor shall provide one (1) time initial set up and programming of monitoring from the signal provided by the buildings’ system(s), if applicable.”

6. How is each panel communicating to central station? For example, phone lines, cell, or AES

Radio? There is a mix of communication venues with all three (3) types. DAS is in the process of updating all buildings to the cell communications in the future but depends on timing and schedules and budget in the process.

7. If we must add additional equipment, how would you like that displayed on the contract? If new systems are proposed or requested, the contractor would provide a quote to us for all costs, and DAS EAM would render an executed purchase order for the equipment, parts, installation, etc.

8. Who is the current service provider? Salem Fire Alarm

9. In addition to monitoring, who do you call for service and repairs? Currently, our current provider who provides the monitoring also provides all services and repairs for our fire alarm systems.

10. Do you have a company under contract for service or would ADT Commercial provide the service? If ADT Commercial were the winning bidder, and a repair or service call would be needed for one of our fire alarm or security alarm monitoring panel, DAS EAM would follow our procurement guidelines to secure a service call tech and/or repairs to the panel or system as needed. This contract is strictly for the monitoring service.
